USAID Laos Business Environment Project

The objective of the USAID Laos Business Environment Project is to strengthen national-level facilitation and continuous improvement of the Laos business environment and enhance the competitiveness of small and medium-sized enterprises (SMEs). This approach will enable SMEs to make a greater contribution to Lao PDR’s economic growth, employment and income generation for Lao citizens. Businesses that are more competitive will influence further efforts by the government to foster a business ecosystem that allows for innovation and growth. A healthy business environment sets the stage, in turn, for improved firm productivity and thus firm-level competitiveness. It is envisioned that the Government of Lao PDR (GoL), in partnership with the private sector, will be able to effectively facilitate a market economy by providing necessary support to SMEs and eliminating constraints for businesses to grow.

The project is organized under three intermediary results, which will constitute the main project components.

  • Intermediate Result 1 (Component 1): Competitiveness of SMEs Improved
  • Intermediate Result 2 (Component 2): Public-Private Sector Collaboration More Inclusive
  • Intermediate Result 3 (Component 3): More Effective Facilitation of Market Economy

Activities under Component 1 will focus on improving the managerial capacity of SMEs, as well as their ability to meet product/service quality standards; increasing their market knowledge and awareness of key commercial rules and regulations; improving their ability to access domestic and international markets; and facilitating their ability to participate in the digital economy.

Location: Vientiane, Lao PDR and other locations in the country as might be required.

Period of Performance: This assignment is expected to begin in May 2020 for an initial period of 12 months with the possibility of an extension based on an annual performance evaluation.


  • Provide overall leadership for the implementation of all activities under Component 1 in collaboration with project staff, particularly the Chief of Party and the MoIC-based Project Coordinator; key government counterparts, private sector associations, related donor projects and other stakeholders.
  • Oversee the design and launch of the LBE Project grant mechanism – the Business Ecosystem Grant Fund. The Grants Manager will report directly to the Component 1 Manager.
  • Assist the Chief of Party in preparing annual work plans and progress reports and all deliverables related to Component 1.


  • Lao citizenship - A graduate degree (Master’s or equivalent) in economics, finance and/or business administration
  • Technical expertise in small and medium enterprise development/capacity building, private sector development
  • At least 7-10 years of professional experience
  • Experience managing and implementing similar donor-funded technical assistance activities in Lao PDR and/or Southeast Asia
  • Good communication skills in English (both written and oral)
