As part of the Second Lao Environment and Social Project (LENS2) implementation, a number of national, regional, and/or international consultants will be mobilized to assist the various SDAs to implement the sub-projects. One priority SDA is the Department of Forestry (DOF). DOF has received a $2,8 million to implement a subproject entitled Institutional capacity building for protected area management and wildlife conservation. The sub-project objective is: to strengthen the policy and institutional framework and DOF’s capacity to protect and manage the National Protected Areas and the National Protection Forest (NPF) systems.

Position: Developing a web site on tourism and web database for tracking investments in NPAs (Consulting Firm)

Objective of the services
The objective of the consulting Firm is to provide technical assistance to the development of a tourism website (in English and in Lao languages) under sub-project Activity 1.2 with the aim of promoting tourism within the National Protected Areas as well as raising the profile of the National Protected Area system; (ii) To provide technical assistance on the establishment and maintenance of an infrastructure database of investment projects (hydropower, mining, roads, utilities, ecotourism, etc.) and concessions (rubber, teak) that impact PAs and a system to monitor them, as well as (iii) To prepare two user manuals on the tourism website and the infrastructure database, and to successfully implement the sub-project activities under this assignment:

The Environment Protection Fund (EPF) is a Government Fund established in 2005 to strengthen environmental protection, sustainable natural resource management, biodiversity management and community development in Lao PDR. It manages an endowment provided by the Asian Development Bank (ADB) and voluntary contributions from hydropower and mining companies. In addition, the Government of Lao PDR (GoL) received financing from the World Bank which it has entrusted EPF to implement through its standard sub-project mechanism in two of its five financing windows (Community and Biodiversity Investment (CBI), Policy Implementation and Capacity Enhancement (PICE)). The EPF responds to a Board, chaired by the Minister of MONRE and is managed by a secretariat, the EPF Office (EPFO). A Technical Committee (TC) has been appointed to assist with sub-project review, assess and screen the subproject proposal.
EPF is looking for an experience M&E Officer who can lead all EPFO M&E staff and help EPFO meet its requirements especially the LENS2 project which will involve probably around 50-60 substantial sub-projects spanning several sectors at national and provincial levels. Candidates should demonstrate strong skills and core competencies to deliver and attain results expected above, along with ability to travel frequently, interpersonal relations and strong communication skills, and in working effectively with a wide range of constituencies in a diverse working environment. It is also expected that he/she should be adequately experienced in and comfortable working with public institutions similar to those in project document context.
