SNV Laos is looking for two (02) qualified and motivated WASH Advisors (based in Savannakhet ) to join the team for the implementation of the  Sustainable Sanitation and Hygiene for All (SSH4A) Project.

The project is funded by the Australian government (DFAT) for the period of four years (2018 – 2022). The project aims to improve health, gender equality and social inclusion, and wellbeing of 200,000 people in three districts (Atsaphone, Champhone and Phalanxay) of Savannakhet Province by 2022 by equitably increasing access and use of safe sanitation and hygiene for all.

The project strengthens capacities of the provincial government and three districts through 4 interrelated and mutually reinforced components (i) inclusive WASH governance, (ii) sociall behaviour change communication (SBCC), (iii) sanitation demand creation (adapted to the local context) and  (iv) sanitation and hygiene supply chains and marketing. The process brings together multiple government departments at provincial and district with a pool of expertise, knowledge and experience.

The advisors will join a team based in Vientiane and Savannakhet , and will work closely with Savannakhet Provincial Health Department; provincial Namsaat and 03 selected district governments to strengthen the capacity of the district teams on planning, budgeting, implementation, steering and monitoring of sanitation and hygiene services, aligned with district planning and implementation. The project places a strong focus on mainstreaming Gender Equality and Social Inclusion (GESI) and climate change resilience in the design and implementation.

The project works in close collaboration with key stakeholders to develop and pre-test sustainable and practical models and approaches to achieve universal sanitation coverage in the project districts that can subsequently be replicated by other districts within Savannakhet as well as other provinces in Laos




The  Sanitation Demand Creation Advisor will take the lead roles in the design and implementation of the sanitation demand creation component; in close collaboration with SNV advisors, government partners and other stakeholders in all activities. This includes providing technical support to provincial and district teams in  designing, delivering and monitoring the implementation of CLTS program, with focus on integration and mainstreaming gender equality and social inclusion in the interventions. 

responsibilities and tasks

The Advisor will be responsible to  

  • Continuously review and tailor existing CLTS tools and approaches and assess their applicability, inclusiveness and effectiveness
  • Facilitate consultative meetings/workshops to revise/adapt CLTS tools and approaches
  • Design and deliver training and hands-on coaching of district teams as CLTS facilitators
  • Support government teams to develop strategy for post triggering follow-up, verification and declaration
  • Identify key issues/challenges in the implementation, identify and document best practices and lessons learnt to share with broader audience
  • Work with GESI advisors to nsure GESI is fully mainstreamed in all activities
  • Ensure strong linkages between demand creation; sanitation supply chain and marketing; and SBCC components
  • Provide technical support, oversight and coordination of all activities at district level
  • Support district teams to develop a district WASH work plan and budget in 3 districts aligned to the Government’s development plan
  • Work in collaboration with the field teams to identify challenges and opportunities to translate the Universal WASH coverage plan (including community, schools and health centres) into actions
  • Support the provincial and district team to prepare all logistical arrangements, financial and activity reports to ensure compliance with SNV’s financial management regulations 
  • Work closely with with district teams and ensure smooth coordination between the project team; government partners and local stakeholders for all field activities
  • Provide inputs to progress report and other project documentation

Candidate Profile

  • University  degree in WASH, public health, social development; marketing or a related field
  • Good command of written and oral communication in both English and Lao
  • Minimum 5 years of  experience in WASH,  especially in areas of CLTS approaches and/or behaviour change communication in WASH/Health service delivery
  • Experience in working with Government at all level and be able to develop strong relationship with key stakeholders
  • Demonstrated commitment to gender and social inclusion, and experience in translating it into practical actions
  • Experience with community mobilisation and facilitation;
  • Experience and good understanding of the Laos’ WASH sector, with international experience is an asset.
  • Experience and ability to work with diverse groups, including people of different social/economic background, ethnic minority, people with disabilities, etc.
  • Demonstrated knowledge of and ability to plan and conduct participatory training activities
  • Demonstrated ability to document activities and workshops
  • Analytical thinking abilities
  • Organised and able to meet deadlines
  • Strong interpersonal and teamwork skills
  • Be prepared to be based in Savannakhet with frequent travels to Vientiane and project districts

Contract type: National 

Contract duration: Two years with possible extension.
