SNV Laos is looking for two (02) qualified and motivated WASH Advisors (based in Savannakhet ) to join the team for the implementation of the  Sustainable Sanitation and Hygiene for All (SSH4A) Project.

The project is funded by the Australian government (DFAT) for the period of four years (2018 – 2022). The project aims to improve health, gender equality and social inclusion, and wellbeing of 200,000 people in three districts (Atsaphone, Champhone and Phalanxay) of Savannakhet Province by 2022 by equitably increasing access and use of safe sanitation and hygiene for all.

The project strengthens capacities of the provincial government and three districts through 4 interrelated and mutually reinforced components (i) inclusive WASH governance, (ii) sociall behaviour change communication (SBCC), (iii) sanitation demand creation (adapted to the local context) and  (iv) sanitation and hygiene supply chains and marketing. The process brings together multiple government departments at provincial and district with a pool of expertise, knowledge and experience.

The advisors will join a team based in Vientiane and Savannakhet , and will work closely with Savannakhet Provincial Health Department; provincial Namsaat and 03 selected district governments to strengthen the capacity of the district teams on planning, budgeting, implementation, steering and monitoring of sanitation and hygiene services, aligned with district planning and implementation. The project places a strong focus on mainstreaming Gender Equality and Social Inclusion (GESI) and climate change resilience in the design and implementation.

The project works in close collaboration with key stakeholders to develop and pre-test sustainable and practical models and approaches to achieve universal sanitation coverage in the project districts that can subsequently be replicated by other districts within Savannakhet as well as other provinces in Laos




The WASH Governance Advisor will take the lead roles in the design and implementation of the inclusive WASH Governance component; in close collaboration with SNV advisors, government partners and other stakeholders, with strong focus on integration and mainstreaming gender and social inclusion (GESI) in all interventions


  • Strengthen capacity of the provincial and district teams to develop and pretest inclusive WASH planning, budgeting, monitoring and implementation models and approaches for universal sanitation coverage (in community, schools and rural health centres)  in 3 districts of Savannakhet province.
  • Undertake annual Capacity Needs Assessment, using SNV tools, to identify areas of critical capacity gaps and support needed for key stakeholders and to develop capacity building plans accordingly
  • Support 03 districts to conduct annual monitoring; data collection and analysis to highlight major issues and key interventions needed with a focus on leaving no one behind
  • Strengthen capacity of district teams to use data for evidence-based planning and budgeting
  • Provide inputs and technical support to the provincial and district team to develop a district WASH  plan and budget in 3 districts to be included in the national development plan
  • Facilitate various technical trainings and participatory workshops
  • Work with GESI advisors to support and build capacity of the provincial and district teams on mainstreaming GESI into WASH planning, budgeting and implementation
  • Document lessons learnt from field experience to share between districts, nationally and globally
  • Work in close collaboration with Provincial authorities to ensure clear communication and smooth coordination on project activites and results
  • Ensure strong linkages between the national, provincial and district levels through engagement in events, workshops, meetings or field activity learnings and visits.
  • Work in collaboration with the Provincial and 3 district teams to review and monitor the progress and achievement of the 3 districts 
  • Develop and maintain positive, working relationships with WASH stakeholders, including the government officials, NGOs and private sector representatives working in the province and district
  • Collaborate with other WASH sector stakeholders in the project area, including other NGOs, CBOs and research institutions; to avoid overlapping of efforts and to ensure leveraging of resources.

Candidate Profile

  • University degree in WASH, social development or a related field
  • Good command of written and oral communication in both English and Lao
  • Minimum  8 years of   WASH experience, especially experience working in the field with local governments and stakeholders in planning, budgeting and implementation of field activities.
  • Demonstrated commitment to gender and social inclusion
  • Strong facilitation skills and experience in capacity building approaches (beyond training)
  • Experience and good understanding of the Laos’ WASH sector
  • Analytical thinking abilities
  • Organised and able to meet deadlines
  • Strong interpersonal and teamwork skills
  • Be prepared to be based in Savannakhet with frequent travels to Vientiane and project districts

Contract type: National 

Contract duration: Two years with possible extension.
