KOICA is supporting the ‘Integrated Programme for Climate Resilience and Empowerment in Attapeu, Lao PDR (2019~2023)’ in cooperation with Ministry of Labour and Social Welfare, KOICA PIU is Seeking high skills, qualified and motivated Lao national to join our team as an Programme Officer, the work place will be in KOICA PIU Office in Ministry of Labour and Social Welfare, Department of Labour and Social Welfare, Vientiane Capital, Lao PDR with fluently travel to the field as required.

Job Title: Programme Officer

Duration: 1 year (1 Feb 2020 – 31 Jan 2021) with Possibility of Extension and 1 month probation period


Since July 2018, Lao PDR has experienced significant damages and losses across the country due to heavy rains and flash flooding caused by tropical storms and the hydropower dam collapse in Attapeu Province.

The Korea International Cooperation Agency (KOICA) has been supporting the "Integrated Programme for Climate Resilience and Empowerment in Attapeu, Lao PDR" which focuses on agriculture, health, education, skills development, Disaster Risk Management and child protection to recover flood-affected area and to support flood affected victims in cooperation with Ministry of Labour and Social welfare.

Description of tasks:

Under direct supervision and guidance of the Programme Manager (PM), Programme Implementation Unit (KOICA PIU), the Programme Officer will support the management works in (KOICA PIU) planning, implementing, monitoring and reporting of the Integrated Recovery Program in Attapue Province. Specifically, He/She will work in close collaboration with relevant ministries such as Ministry of Labour and Social Welfare, Ministry of Health, Ministry of Education and Sports, Ministry of Agriculture and Forestry and Attapue Provincial Authority, UNICEF Lao PDR, FAO Lao PDR, private sector, NGOs, and civil society organizations

The Programme Officer shall:

  • Participates in the development, implementation, monitoring and evaluation of the program
  • Monitors and analyzes programme and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Researches, analyzes and presents information gathered from diverse sources concerning the program and support operational aspects
  • Undertakes survey initiatives pertaining to program M&E; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written reports, e.g., progress report, draft background papers, analysis, sectoral reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Coordinates activities related to programme preparation and submissions, progress reports, financial statements, etc. and prepares related documents and reports
  • Mobilize and network with the experts of international development community, government partners, UN Agencies and prominent think-tanks and build and maintain excellent relations with partners
  • Disseminate the information on best practices
  • Provide high quality translation from English to Lao and vice versa
  • Undertake any other tasks as directed by the Programme Manager


  • University degree in sciences, economics, Disaster Risk Management, project management, development studies, natural resource management, or other related fields
  • At least 3 years of relevant work experience in a related filed or experience in other development project coordination with government, UN system and NGOs


  • Demonstrated strong program/project management
  • Knowledge of development sectors in Lao context
  • Excellent skills in office software (MS Office)
  • Able to travel to the field work
  • Strong teamwork and management skills
  • Experience of procurement management
