  • Business Process Mapping and Analysis of Emergency Fund Flows Vacancy NoticeThe World Health Organization has a vacancy for the position of:Business Process Mapping and Analysis of Emergency Fund Flows(Short-Term Consultant Contract, Three Months, October to December 2020)Purpose of the Post:The consultant will assist the Ministry of Health in mapping the emergency fund flows for the different mechanisms that are currently in place, support the development of standard templates and provide recommendations to simplify the process while maintaining all checks and balances and maintaining the required degree of transparency.During public health emergencies, the Ministry of Health has access to Government and Development Partner/Donor funding to rapidly respond to them. However, the processes vary based on funding source and variations of modalities operational at present. In order to make the system more efficient to respond more rapidly to needs, there is a requirement to map the current processes, streamline it and optimise it to increase efficiency and timeliness of its disbursements while maintaining all the required checks and balances and the required degree of transparency. A consultant is required to carry out the afore mentioned functions will work closely with the Department of Planning and Coordination and the Department of Finance within the MOH to clearly map the current processes and work with them through a process in which they could be optimized for improved efficiency and timeliness in finds disbursements. Description of Duties:In collaboration with the Ministry of Health of Lao PDR, the WHO Representative, the WHO Health System team (HSD), the incumbent will perform the following functions:Develop process flow maps for the different modalities of emergency funding at presentIdentify and recommend processes which could be simplified in close consultation with Department of Planning and Cooperation and the Department of FinanceDevelop standard templates to streamline and simplify funding requests, approvals and ReportingEducation:Minimum bachelor’s degree in Financial/Business Management, Public Administration or a related field from a recognised tertiary institution. Post graduate qualifications in a related field would be highly regardedKnowledge & skills:Experience in business process mapping of financial flow optimizationExperience:The candidate should have at least 3 years’ experience working in the field of business administration/managementDesirable: Work experience in an international organization would be an added advantage.Owing to the urgent need for this role and the current travel restrictions, only candidates already in the country will be consideredLanguage: High level of proficiency in spoken and written English is essential.   • National SSA to support the implementation and monitoring and evaluation of COVID-19 operational plan Vacancy NoticeThe World Health Organization has a vacancy for the position of:National SSA to support the implementation and monitoring and evaluation of COVID-19 operational plan(Special Service Agreement, for an initial period of 6 months)Purpose of the Post:      The Special Service Agreement (SSA) will provide support to the Department of Planning and Cooperation (DPC), the Ministry of Health (MOH) to plan, implement, monitor and evaluate of the COVID-19 operational plan in close collaboration, coordination and communication with the technical departments within the MOH and development partners. This is to ensure that the COVID-19 operational plan is delivered as planned and expected results are evaluated and reported.  Description of Duties:      The Special Service Agreement (SSA) will be allocated in the DPC and guided by the Acting Coordinator of Health Systems, WHO Country Office in Lao PDR.Output 1: Support for implementation and monitoring and evaluation (M&E) of COVID-19 operational plan Deliverable 1.1: Provide support for DPC in implementing the COVID-19 operational plan in close coordination and communication with technical departments in MOH and DPs.Deliverable 1.2: Support an international expert (a WHO consultant) in conducting M&E for COVID-19 operational plan.Deliverable 1.3: Support for development of reports on implementation status and M&E to be shared with DPs and relevant Ministries regularly.Output 2: Support for management of ODA informationDeliverable 2.1: Support the Division of Cooperation in the systematics management and monitoring of ODA information.Deliverable 2.2: Support the timely compilation of quarterly and annual ODA reports.Deliverable 2.3: Support in building capacity on management and analysis of ODA data.Output 3: Liaison and Communication  Deliverable 3.1: Support the Division of Cooperation in liaising with development partners.Deliverable 3.2: Support clear communication between cooperation division, development partners, and MOH implementers and develop clear workflows for cooperation with standard templates for letters of intent, proposals, reporting, etc.Deliverable 3.3: Participate and engage in ODA Annual Meeting and Workshop to achieve mutual understanding and increase cooperation between MOH implementers and DPs.Deliverable 3.4: Support to host the meetings and workshops for coordination with DPs.Education:Bachelor's degree in public health managementDesirable: master's degree or higher in public health management will have advantages.Knowledge & skills:Strong computer skills including Microsoft Office and ExcelStrong communication, management and organization, analysis skillsExperience:Desirable:  At least two years; of experience working with central level government and development partnersAt least two years’ experience and knowledge of the Health System in Lao PDRExperience working with central level government and development partners support to the health sector including monitoring and evaluation            Language:                   Proficiency in spoken and written English is mandatory      CompetenciesProducing results in a changing environmentCommunicating effectivelyRespecting cultural diversityInterested and qualified candidates are invited to submit applications and curriculum vitae in the English language with a subject " National SSA to support the implementation and monitoring and evaluation of COVID-19 operational plan” to the following  Email address : wplaohr@who.int by 8 October 2020.
