Framework of the consultancyThe CCL (Comité de Coopération avec le Laos) has been involved in implementing rural development programs in Laos for almost 40 years with a particular focus on upland areas in Oudomxay, Luang Namtha, Xiengkhouang and Phongsaly. Since 2020, CCL and its partners are implementing a new rural development project – Sustainable Management in the Northern Uplands Territory, with the support of the French Development Agency (AFD) and Bread for the World (BfW). The two specific objectives of the project are to i/ improve the sustainable management of the natural resources and ii/ ensure the sustainable development of the tea sector thanks to the strengthening of the producers’ skills and the valorization of the terroir.To reach its specific objective 2, the project is planning to set up a social enterprise to support the management and sustainable development of the tea sector in the area. This social enterprise aims to support tea producers in improving tea production and processing as well as packaging issues in order to be able to reach new markets outlets – as domestic and overseas levels, especially the EU market. Tea producers are involved in the board committee of the enterprise and decisions related to finance and/or marketing strategies are taken by all stakeholders involved.Today, the two main products of the enterprise are sheng pu’er tea and white tea.
