We support the Lao Government in achieving its objectives in the field of sustainable development towards the achievement of the Sustainable Development Goals especially in the priority areas: rural development, protection and management of natural resources and sustainable economic development.The German Embassy in Vientiane is currently seeking one qualified candidate for the position of a Programme Officer and Assistant to the Head of Cooperation based at the German Embassy in Vientiane Capital. Starting Date: 01st December 2019Duration of Assignment: Starting with a one year contract aiming for an unlimited employment contractWork Location: Vientiane CapitalMain tasks:Observing political, social and economic developments related to development cooperation;Establishing and maintaining contacts with local, national and government entities as well as embassies and international organizations;Organizing and participating in meetings on all levels;Preparing and participating in negotiations at government level;Organizing and accompanying visits of high-ranking guests to Laos;Preparing high-ranking visits to Germany;Drafting of texts, appraisal statements, analyses related to development cooperation;Supporting the conclusion of bilateral agreements (exchange of notes, MoUs, etc.);Producing content for the Embassy’s homepage and social media channels;Handling, processing and advising applications for minor development cooperation programs ;Written and oral translations (Lao-English; Lao-German if applicable)Experience, Qualifications and language skills of the candidate:academic qualification in economics, sustainable development, political or social sciences, law or other related subjects;at least 3 years professional experience in the sector, preferably related to development cooperation;ability to conceptualize issues, understand complex political structures and think in abstract terms;well-developed social and communication skills and ability as well as willingness to work in a team;strong analytical skills based on good understanding of political, social and economic issues in Laos;interest in and ambition to develop broader expertise in the development cooperation field;good IT / computer skills, knowledge of social media and ability to adapt to new software applications;excellent oral and written knowledge of English (comparable to C1 according to Common European Framework for Languages), additional German and / or Lao language skills are of advantage.The German Embassy in Vientiane is a value-based equal opportunities employer, appointing on merits by open competition.
