The project “Protection and Sustainable Use of Forest Ecosystem and Biodiversity (ProFEB)” as part of the Lao-German Development Cooperation, commissioned by German Development Cooperation is currently seeking for a qualified and experienced Laotian candidate for the position of Administration Officer.Starting Date: As soon as possibleDuration of Assignment: 31st May 2021Work Locations: Thakhek, Khammouane ProvinceResponsibilities The Administration Officer is responsible for:The administrative professional is responsible forproviding administrative services for the projectmeeting the administrative needs of the office independently, with a minimum of interventionmanaging the support and administrative staff at the project officeensuring that financial and administrative regulations are complied withOverall smooth and uninterrupted functioning of the assigned area of responsibility within the project.Maintenance of an overall good flow of communication and information between all involved institutions (PAFO, PICT, Provincial and district office), mainly counter partner agencies on provincial level.implementation and monitoring of an overall smooth and correct functioning of the complete financial accounting system of the project in line with GIZ standard proceduresdaily operational execution of all affairs in the assigned area of responsibilitypromoting positive public relations and practising a client-oriented attitudeManage the vehicles of HNN component to implement the activity in the field. Main tasks Support to the Component Team LeaderOrganize meetings, workshops and seminars as required.Arranging appointments and meetings and managing the personal agenda of the component Team LeaderInterpretation when necessaryMaking travel arrangements for Component Team LeaderPrepare the procurement of services (contract) both local and international which including coordinating / drafting checklist, justification, TOR, CV; confirmation of service, follow up and payment.Monitoring the status of implementation of consultancy contracts.Support Component Team Leader in Information and Knowledge Management; in planning updating and monitoring of project activities; in identification and formulation of new project requests according to arising needs of counterpart agenciesTake part in the formulation of project action plans and facilitate synchronization between the planning and budgeting systemUpdate and coordinate the planning continuously together with counterpartsResponsible for the preparation, execution and documentation of training, workshops, forums, meetings, and other program activities together with the partner institutionFollow up the project monitoring system. Communication and Networking Develop and maintain contacts with all relevant stakeholdersAct as liaison to the Ministries and its relevant agencies, as well as other relevant institutions, including official correspondence.Collect and circulate relevant information, disseminate project experience.Support Component Team Leader in planning and implementing Public Relations activitiesObserve communication and interaction between government institutions, non-government organizations, and the local community through press evaluation, direct dialogs, participation in forums, seminars, etc.Events Management Maintain close cooperation and relation with provincial and district offices and relevant institutions (counterparts, GIZ office, etc)Organize visitor program in connection with field trip to project regions.Responsible for logistic (hotel reservation, car arrangement) for the team and visitors.Prepare list of workshop, seminars, training and meeting for input of project’s report.Financial ManagementCarry out accounting on the basis of the GIZ accounting softwareHandle petty cash and all bank-related mattersCollect all the activity plan from ProCEED and ProFLEGT in Khammouane and compile for fund requesting to LGHTranslate voucher/ document when necessaryPrepare vouchers for book-keeping and maintain book keeping according to GIZ standardMonitor costs and expenses monthlyMaintain proper and confidential filing of financial related documents, office asset register and project inventory list.Provide support and follow up with counterpart on LS to be able running smoothly.Required qualifications, competences and experience University degree in relevant specialisation and qualification in business administration desirable (equivalent of BA or MBA)At least 3 years’ professional experience in a comparable positiongood working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)good knowledge of Englishgood management and organisational skillsin-depth understanding of financial planning and accountingbroad experience of management and administrationwillingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management GIZ is an equal opportunity employer.
