commissioned by German Development Cooperation, implemented through GIZ (Deutsche Gesellschaft für Internationale Zusammenarbeit) is currently seeking one qualified Laotian candidate for the position of National Land Registration Advisor.Starting Date: As soon as possibleDuration of Assignment: 1 year, with possibility of extensionWork Locations: Houaphan ProvinceResponsibilities:The National Land Registration Advisor has the following key responsibilities: management and supervision of land registration activities in the LMDP and ELTeS target province of Houaphan according to project goals, team agreements and/or consultations with the supervisor implementation of daily operational aspects of all issues related to the project and supervision of the project resources management Management of outputs and solving technical and operational issues according to the specified quality standards support of the project’s/program’s initiative to provide technical advice to PoNRE and DoNRE in the target districts of Houaphanh Province, and to cooperate with the provincial authorities, project partners, mass organizations, and a broad range of target groups living in the rural areas Trainings and coaching of innovative methodologies and technical workflows, including transfer of technical skills to counterpart staff in PoNRE and DoNREs, to other cooperation partners as well as GIZ colleagues Development of improvements and innovations to the technical and administrative specifics related to the projects activities, including feedback into the national policy dialogue and guideline improvementsMain tasks:Within this context, the National Land Registration Advisor fulfils the following tasks:Professional Advising and Consulting Coordination and supervision of the development, implementation and monitoring of the plans and activities of cadastral survey, land adjudication and registration in the field (including technical and administrative tasks) in close coordination with counterparts at PoNRE, DoNREs and other stakeholders Development and organization of quality assurance and proposal for necessary changes, improvements, and initiatives Development and adaption of workflows and quality assessments for land registration in cooperation with the line agencies and other GIZ project advisors on land registration and land use planning On the job training for local government staff for the utilization of GIS software and related programs on land surveying, registration and cadastre and the database application (Lao LandReg) Streamlining of processes at district and provincial level with national directives Regular reporting of cadastral survey and land registration progress to the project and the line agency Coordination of awareness raising campaigns at village level on land rights and gender equality as part of the land adjudication process together with the trained staff from the line agencies Participation in identifying needs of executing and implementing partner agencies for external support and advice, elaborate on policy recommendations and advise in developing a strategic approach Coordination with PAFO and DAFO as well as other development partners to obtain up-to-date land use plans to be used for land registration exercises Contribution to the preparation and implementation of the consultation processes and in the project’s/program’s activities in Houaphan Province Organization of training courses and other events on subjects that are related to the project’s/program’s field of activities Monitoring and evaluation of project progress, review reports and documents concerning the progress of collaborative programs, identification of bottlenecks and recommendations of alternative courses of management action to the programme management Inputs in defining terms of reference, selection and supervision of contracted third parties in carrying out project/program activities, including performance evaluationNetworking and Cooperation Cooperate with and ensure regular contacts, dialogues: do PR work and cooperate with local communities, relevant organizations and persons within the program’s/project’s environment as well as with other projects in order to enhance and maintain good working relationships Communicate and channel local interests and aspirations and exchange ideas and information for the benefit of the project Repeatedly visit the field in accordance with the requirements of the projectKnowledge Management Compile information about land registration in the LMDP and ELTeS target Province and ensure knowledge transfer Contribute to the adaptation or development of strategies and technical concepts including guidelines, manuals, and procedures Prepare regular reports according to the project’s requirements Prepare presentation and information materials on land use planning/land registration issues in close cooperation with the partners and other project staff Contribute to other reports required by the GIZ Support research and study activities on land use topics in the target provinces that will benefit collaborative programsManagement and Coordination Tasks Support general project planning and develop the design of specific measures for land registration in rural areas of the target province, including preparation, organization and moderation of planning exercises, implementation, management, monitoring, quality management, evaluation, communication and documentation Coordinate and prioritise relevant project activities at the local level in cooperation with the partners, as well as organizational preparation and implementation of these activities Support the preparation of budgets for key events and related financial documentation Monitor costs of lands land registration activities and the operational budget against funds availabilityTechnical Tasks Advise PoNRE and DoNREs on the implementation of systematic land registration (SLR) in the target province Train, advise and supervise district SLR teams in the application of technology, software, database and on the adjudication processesManagerial Responsibility Supervise support staff, including assistants, drivers and national interns Cooperate and closely coordinate all project activities with the Land Registration and Land Management component team leaders Give professional advice and guidance to partner staff motivate the local project team and partner staff Plan, coordinate and organize the tasks within the project teamExperience and Qualifications of the candidate:Qualification Minimum BSc. degree in a course related to the project/program’s goals, specialisation in a field related to the project/program’s goalsProfessional experiences Minimum 5 years of professional working experience in a relevant position Work experience in other reputable organizations (international organizations, consultancies, bilateral agencies etc.) active in her/his field Strong record of professional expertise in her/his field (publications etc)Further Knowledges Very good command of MS-Office and GIS Applications Good working knowledge of modern telecommunication systems Good command of written and spoken English Good knowledge of the target region and its people can be of advantageGIZ is an equal opportunity employer.
