The CliPAD/I-GFLL Project („Climate Protection through Avoided Deforestation and Implementation of Governance, Forest Landscapes and Livelihoods Project”) is part of the Lao-German Development Cooperation and commissioned by German Development Cooperation, is currently seeking one qualified Laotian candidate for the position of a National Advisor for Participatory Land Use Planning (PLUP), based in Vientiane Capital or Luang Prabang.Starting Date: as soon as possibleDuration of Assignment: 31.12.2023Work Location: Vientiane Capital or Luang PrabangResponsibilities: The Advisor is responsible for:the creation of essential framework conditions for implementing the Laotian government's Emission Reduction Program (ERP) at national and sub-national levels (Provinces of Houaphan, Luang Prabang and Sayaboury), including the set-up of relevant and capable structures within the relevant provincial and district authorities, regarding Participatory Land Use Planning (PLUP).Main tasks: The Advisor is responsible for:serving as a liaison officer and the projects land use planning focal point for provincial and district governments;attending regular meetings of the Provincial Project Management Units (PPMUs) and District Project Management Units (DPMUs);supporting the mainstreaming of Forest Landscape Restoration (FLR) guiding principles into land use planning implementation, manuals and guidelines;reviewing and supporting the update of existing Land Use Plans (LUPs) and ensures a harmonized implementation of new land use planning in the project area through close cooperation with project staff, relevant government authorities and cooperating projects;providing technical advice and strengthens knowledge and capacities for provincial and district authorities on land use planning preparation, land and forest categorisation & zoning, forestry and agricultural management planning as well as the updating and integration of PLUP data into data management systems;supporting a systematic land registration in the project area, based on updated or new LUPs;preparing trainings sessions and material for government staff and village land use and forest management committees;backing up monitoring and enforcement of land use plans and fosters the evaluation and reporting of all relevant activities in the sector.writing translations of documents, reports etc. in English and Lao;performing other duties and tasks at the request of the management;dealing with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project/programme’s area of activity.Experience and Qualifications of the candidate: Holds a B.Sc. or M.Sc. Degree in Geography, Environmental Science or related fields;At least 5 years’ professional experience in comparable positions;Very good working knowledge of PLUP and ITC technologies, especially GIS and OpenForis;Ability to work very precisely;Willingness to up skill as required by the tasks to be performed;Fluent spoken and written English skills;Willingness to work flexibly and to travel regularly;Gender knowledge or Gender mainstream.GIZ is an equal opportunity employer.
