The Regional Economic Integration of Laos in to ASEAN, Trade and Entrepreneurship Development (RELATED) is part of the Lao-German Development Cooperation and commissioned by German Development Cooperation, currently seeking one qualified candidate for the position of Trade Advisor based in Vientiane Capital.Starting Date: As soon as possible Duration of Assignment: 31st December 2020 Work Locations: Vientiane CapitalResponsibilities: The Trade Advisor has the following key responsibilities:Support the implementation of measures in the Laos’ National Workplan 2018 – 2020, jointly selected with the Department of Import and Export, Ministry of Industry and Commerce.Support the development or reform of regulations and standards supervised by the Department of Import and Export, Ministry of Industry and Commerce, and the Investment Promotion Department, Ministry of Planning and Investment, to comply with AEC agreements.Conceptualize, prepare and implement workshops, seminars, and other activities of the Department of Import and Export, Ministry of Industry and Commerce and the Investment Promotion Department, Ministry of Planning and Investment.Monitor and report the activity progress to the head of component regularly.Coordinate with the Foreign Trade Policy Department and the Secretariat of the Ministry of Industry and Commerce when needed or as requested by the head of component.Main tasks: The Trade Advisor has the following key responsibilities:Collaborate closely with counterparts – the Department of Import and Export, Ministry of Industry and Commerce, and the Investment Promotion Department of the Ministry of Planning and Investment to plan the budget and implement activities from the Lao National Workplan 2018 – 2020 in trade in goods and investment.Jointly draft terms of reference and initiate the administrative processes – in line with GIZ rules and regulations - for the recruitment of national and international consultants to support the implementation of measures in the Lao National Workplan 2018 – 2020.Facilitate national and international consultants in their respective work with the relevant public and private entities.Support the preparation of the agenda, budget estimation and logistics – in line with GIZ rules and regulations – for the organization of meetings, workshops, and all relevant events.Draft reports and other project related documents as and when needed.Support the head of component and project director in liaising and communicating with relevant development partners and Lao implementing partners.Experience and Qualifications of the candidate: University degree in economics, international trade, trade and investment policy or other relevant fields.2 - 3 years of professional work experiences in trade in goods, investment, or private sector development.Experiences in working with international organizations in implementing joint activities, and in providing technical and financial support to the government and private sector organisations.Good knowledge of spoken and written English and Lao language.Team oriented person, with strong work ethics, excellent communication and interpersonal skills, with ample patience and dynamic personality.Ability to work with and adapt to learn from team members, counterparts and consultants with diverse educational and cultural backgroundsGIZ is an equal opportunity employer. The programme ‘Vocational Education in Laos’ (VELA) as part of the Lao-German Development Cooperation, commissioned by German Development Cooperation is currently seeking for a qualified and experienced Laotian candidate for the position of DriverStarting Date: As soon As possibleDuration of Assignment: 31st January 2022Work Locations: Vientiane CapitalResponsibilities The Driver is responsible for:Safely and responsibly performing all office travel using official vehicles.Regularly servicing and looking after official vehicles.Taking account of all available information on road conditions, accessible routes and locations.Main tasks 1. Driving Provides passenger transport in an official car for office, project staff, official visitors and guests.Runs errands for the project or office, e.g. sending letters and messages, paying bills and buying smaller quantities of office supplies.Helps with transporting goods.Completes the vehicle log correctly and conscientiously in accordance with GIZ standards.2. Service Check oil, water, brakes and brake liquid, tire pressure, battery levels and entire vehicle, monthly or every 5,000km (whichever is first), headlights, brakes, bodywork for dents etc.Consults Administration officer on major repairs (type of problem, selection of proper garage, cost estimation etc.)Check the equipment of all project vehicles (jack, tools, first aid kit, warning triangle etc.) and reports any missing item to Administration Officer.Is responsible for the project vehicle documents and their good condition, keeping a vehicle log and recording monthly maintenance.Calculates monthly petrol, oil and lubricant consumption for the daily cash fund and for forwarding, monthly vouchers to cost accounting.Reports need for service and carries out minor repairs.Immediately reports all involvement of the project or office vehicle in accidents, including minor accidents, damage, loss or theft of vehicle fittings.3. Knowledge management Uses all available information (including current radio news on traffic conditions) to update daily knowledge of road conditions, current passable routes and locations, and shares this information with other office drivers.4. Other duties/additional tasks Makes sure that the transportation for project staff functions smoothly.Readiness to work outside of regular office hours if support for transportation is needed.Does not use the car for his/her own private purpose at any time without prior permission from the head of project or his/her assigned deputy.
