The Citizen Engagement for Good Governance, Accountability and Rule of Law (CEGGA) as part of the Lao-German Development Cooperation and commissioned by European Union, German Development Cooperation and Swiss Agency for Development and Cooperation is currently seeking one qualified Laotian candidate for the position of Civil Society Enabling Environment (CSEE) Advisor.Starting Date:                            01.02.2019 or as soon as possible Duration of Assignment:          until 31.12.2019 Work Location:                         Vientiane CapitalResponsibilities: The Civil Society Enabling Environment Advisor is generally responsible for assisting in the coordination of activities related to improving the implementation of the regulatory framework for CSOs. This includes advising the Ministry of Home Affairs (MoHA) - and in particular the Civil Society Division (CSD) of its Department of Public Administration Development (DPAD) - on capacity development activities such as developing user-friendly orientation materials and assisting in preparing and evaluating dialogue and exchange measures.Specifically, the position entails the following work areas:Main-tasks: 1. Support MoHA DPAD/CSD in preparing and carrying out measures that aim to improve state capacity to implement an enabling regulatory framework for CSOs The position holder shall complete the following tasks: Contribute to conducting assessments (or updating existing ones) of staff capacity and organisational structures and procedures of relevant departments – particularly at subnational level;Contribute to composing adequate capacity development plans (organisational and individual level) and in conceptualizing specific measures;Contribute to identifying suitable capacity development providers (internal or external) for addressing staff development needs at various levels;Provide advice to MoHA on improving organisational procedures, especially inter-departmental coordination, both vertically and horizontally;Assist MoHA in improving and fully utilizing the civil society database for quicker processing of NPA registration;Provide on the job training directly to MoHA DPAD/CSD staff on selected topics;2. Support MoHA DPAD/CSD in improving communication materials and dialogue and exchange between state institutions and civil society The position holder shall complete the following tasks:Contribute to the review of existing communication practices and material for orientation on Decree 238 and CSOs in general (including through practice tests);Support MoHA in improving the user-friendliness of utilized communication material and developing new communication materials (print, video, website, etc.);Support the preparation and implementation of dialogue and exchange measures between state institutions and civil society, both at national and subnational level;Support the preparation and implementation of measures that showcase civil society contribution to sustainable development in Lao PDR;Provision of advice on establishing feedback mechanisms for CSOs (e.g. annual survey);3. Coordination support to CEGGA programme efforts in advising MoHA on further developing enabling policies and regulations in relation to CSOs The position holder shall complete the following tasks:Coordinate with relevant colleagues from the CEGGA programme to facilitate the provision of legal advice to MoHA and other state institutions involved in the drafting of new policies and regulations for civil society as necessary;Coordinate with relevant colleagues from the CEGGA programme to support MoHA DPAD/CSD in preparing consultations with stakeholders for selected draft regulations;Support MoHA DPAD/CSD and other stakeholders involved in preparing and post-processing joint exposure visits of state and civil society representatives to other countries;Support liaison with other Development Partners as necessary; 4. Other Tasks The position holder shall complete the following tasks:Support the programme component’s liason with state institutions as necessary, especially regarding the conduct of small grant decision-making committees;Support the programme’s M&E and reporting activities as necessary;Support the programme’s efforts to realise synergies between its three components (Access to Justice, Support to National Assembly, Civil Society Engagement) as necessaryRequired qualifications, competences and experiences: 1. Qualifications University degree in Social Sciences, Business Administration, or equivalent;Profound knowledge on the public sector in Lao PDR;Either very good knowledge on institutional/organisational capacity development or very good knowledge on effective, user-friendly communication;Good knowledge on civil society in Lao PDR a strong asset;Lao native speaker and fluent in English;2. Professional experience At least 5 years of work experience in development cooperation, consulting or similar;Relevant experience working with the public sector in Lao PDR;Previous work experience with Civil Society or the Ministry of Home Affairs as asset;3. Other knowledge, additional competences Confident, team-oriented personality and professional appearance;Good coordination and communication skills;GIZ is an equal opportunity employer.
