  • Strategy and Inclusiveness Specialist to support the Lao Business Forum (National Consultant, Full-time) REQUEST FOR EXPRESS OF INTEREST   (INDIVIDUAL CONSULTANTS)LAO PEOPLE’S DEMOCRATIC REPUBLICMINISTRY OF INDUSTRY AND COMMERCE National Implementation UnitLao Competitiveness and Trade Project (Project No. P164813)Strategy and Inclusiveness Specialist to support the Lao Business Forum (National Consultant, Full-time)The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project (LCTP), and intends to apply part of the proceeds for consulting services.The NIU is now seeking an experienced individual for the position of Strategy and Inclusiveness Specialist to support the Lao Business Forum (SIS) to support overall project implementation. The objective of this assignment is to provide the NIU (MOIC) with technical and analytical support with respect to the implementation of the LCTP. The services of the Senior PSDC are required for a period of 40 months starting October 2018 on a full-time basis working at LNCCI. The Strategy and Inclusiveness Specialist to support the Lao Business Forum will be based in Vientiane, Lao PDR and shall be subject to annual performance evaluation. The SIS will be based in the LNCCI. He or She will work under overall supervision of the LNCCI Secretary General and work on a day-to-day basis with the LBF Secretariat team and DPC, MOIC and other short-term and long-term technical assistants. Full ToR can be accessed at the NIU’s website: http://t4dlaos.org/index.php/en/work-with-us/available-vacanciesIn order to qualify for this position, the candidates shall meet the following experience and competence requirements:Minimum Master Decree in commercial law, business administration or economics;At least 05 years of relevant experience working for government agencies, private businesses or donor funded projects. At least 2 years should be directly in the private sector.Demonstrated experience in producing policy briefs or policy papers on business regulatory reforms, especially for small and women led businesses, and presented this at public-private consultation meetings or academic conferences.Demonstrated knowledge of Government’s role for private sector development in a transition context, particularly with respect to its role in creating enabling legal and regulatory environment.Demonstrated experience working on gender and inclusion issues in private sector development.Experience with Public-Private Dialogue mechanisms, and especially with managing them would be a very strong asset.Similar assignment performed in the past for a government agency or donor institution is a strong asset.Good knowledge and understanding of social inclusion issues constraining the development of private sector in Laos.Good knowledge of the operations of private businesses and issues facing them, especially business regulatory compliance challenges; particular experience in Lao PDR would be a strong asset.Strong analytical skills and demonstrated capacity to develop analysis pieces for decision/policy makers.Strong interpersonal skills to facilitate dialogue with various government agencies, engage with senior and technical staff, and the private sector.Excellent command and presentation skills in both Lao and English.The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 edition, under Individual Consultants (IC) selection method.
