  • National Consultant for the Implementation of Customs CF Proposal REQUEST FOR EXPRESS OF INTEREST   (INDIVIDUAL CONSULTANTS)LAO PEOPLE’S DEMOCRATIC REPUBLICMINISTRY OF INDUSTRY AND COMMERCE National Implementation UnitLao Competitiveness and Trade Project (Project No. P164813) National Consultant for the Implementation of Customs CF Proposal(Ref No. B2.1.3) The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project (LCTP), and intends to apply part of the proceeds for consulting services.The NIU is now seeking an experienced individual for the position of National Consultant for the Implementation of Customs CF Proposal to support overall project implementation. The Consultant will assist Lao Customs Department (LCD) in implementing its Challenge Fund (CF) proposal for the revision of the Customs law and regulations to align them with WTO TFA measures and international standards as well as for the activities relating to risk management, inter-agency border cooperation and post-clearance audit work. He/she will assist the international consultants engaged by the LCD for the above tasks. The National Consultant for the Implementation of Customs CF Proposal is required to undertake all the assigned tasks and deliverables within 12 calendar months, on a full-time basis. The estimated start date for the assignment is December 2019. Full ToR can be accessed at the NIU’s website: http://t4dlaos.org/index.php/en/work-with-us/available-vacanciesIn order to qualify for this position, the candidates shall meet the following experience and competence requirements:Bachelor’s Degree in Economics, International Relations, Customs Law, Political Science, Public Administration, Business Administration, Management or other relevant discipline.Minimum 2 years of working experience in public sector reforms and development projects.Some relevant experiences and knowledge in Customs and trade facilitation regulations and procedures will be an asset.Experience of working with international staff and related interpretation, organizing events, meetings, workshops etc. is a strong asset.Familiarity with WTO TFA measures, WCO’s RKC and related international standards applicable in Customs procedures is a strong asset.Strong capacity building skills, particularly in making presentations, organizing training workshops and seminars;Excellent command of both verbal and written English and Lao language is a must.Strong interpersonal and communication skills.The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 edition, under Individual Consultants (IC) selection method.
