  • Consulting Firm to Conduct the Impact Assessment Survey of the Business Assistance Facility II (BAF II) REQUEST FOR EXPRESSIONS OF INTEREST LAO PEOPLE’S DEMOCRATIC REPUBLICMinistry of Industry and Commerce Lao PDR Competitiveness and Trade Project (LCTP)Project: P164813 Sector: General Industry and Trade Sector(National Consulting Firms)Assignment Title: Consulting Firm to Conduct the Impact Assessment Survey of the Business Assistance Facility II (BAF II)Reference No.: C1.2The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project, and intends to apply part of the proceeds for consulting services. The Business Assistance Facility II (BAF II) under Pillar C is designed to support individual firms build their skills and experience so as to become more competitive, as reflected in increased revenues. This is achieved through two main activities: (i) direct generic consulting services to individual firms regarding their business growth plans; and (ii) matching grants to assist individual firms to purchase specialized business development services (BDS) from third party BDS providers, in support of their growth plans.The National Implementation Unit is therefore seeking the services of a consulting firm to conduct an impact assessment survey of the qualitative and quantitative impact on individual firms of BAF II support. The primary objective of the survey is to assess and report on the impact of BAF II’s offerings, principally by examining the sales growth of fifteen (15) BAF II supported firms in comparison with 15 non-BAF II supported firms of similar size that are, so far as possible, engaged in the same or similar sectors, and overall satisfaction with BAF II’s offering, including, but not limited to accessibility and quality of general advisory services, etc. The assignment will be undertaken in Lao PDR over a period of 2 calendar months the selected firm will report directly to the Director of the National Implementation Unit (or his designee) of the DPC, MoIC. Contractual arrangements will be managed by the National Implementation Unit, Department of Planning and Cooperation, Ministry of Industry and Commerce. The NIU team together with the BAF II team members will provide the firm with access to documents relevant to the assignment.  Logistical support and all other inputs required to carry out the assignment will be the responsibility of the selected firm.Detailed ToR for the assignment can be found here: http://www.t4dlaos.org/terms-of-references-tors/The National Implementation Unit (NIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The firm selected should have competence, expertise and track record for conducting assignments of similar nature in Laos or Southeast Asia. The following experience criteria shall apply in shortlisting the qualified firms:At least five (5) years’ experience in market research, preferably including industrial market research.Proven record of having undertaken at least one similar assignment successfully, which involved development of survey design and conducting survey of private sector businesses;Significant prior experience in conducting impact assessments of donor-funded programs that provide direct support to the private sector such; experience in South-East Asia is an advantage.The firm must demonstrate the availability of national or international experienced and qualified personnel to undertake the assignment, as per the requirements of the TOR’s based in Lao PDR. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Regulations - Procurement in Investment Project Financing - Goods, Works, Non-Consulting and Consulting Services (July 2016, revised November 2017 edition), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
