  • National Consultant on Animal and Animal Product Quarantine for DOLF REQUEST FOR EXPRESS OF INTEREST   (INDIVIDUAL CONSULTANTS)LAO PEOPLE’S DEMOCRATIC REPUBLICMINISTRY OF INDUSTRY AND COMMERCE Department of Livestock and Fisheries (DOLF)National Implementation UnitLao Competitiveness and Trade Project (Project No. P164813) National Consultant on Animal and Animal Product Quarantine for DOLF(Ref No. B2.4.3) The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project (LCTP), and intends to apply part of the proceeds for consulting services.The NIU is now seeking an experienced individual for the position of National Consultant on Animal and Animal Product Quarantine of DOLF to support overall project implementation. The consultant will assist the international expert and DOLF to introduce border risk management for animal and animal product quarantine inspection and to strengthen post-border monitoring and audit. The duration of the assignment will be 1 year on a full-time basis. The services of National Consultant can be extended, subject to agreement of the DOLF and the National Trade Facilitation Secretariat (NTFS), and the performance assessment conducted at the end of the year. The selected consultant will be based in Vientiane, at the DOLF office, and might require periodical visits to provinces. The estimate start date for the assignment is March 2020. Full ToR can be accessed at the NIU’s website: http://www.t4dlaos.org/vacancies/In order to qualify for this position, the candidates shall meet the following experience and competence requirements:Degree in Veterinary Science, Animal Health Science, Livestock Management, Farming, Agribusiness, Law, Economics, Public Administration or Customs Law & Administration;A degree or professional certificate in government administration is an advantage;5 or more years’ experience in Veterinary, Livestock or Agricultural Risk Management, especially Quarantine Services essential; a past similar assignment and in the same capacity is a strong advantage;5 or more years of work regional experience providing advisory services to public entities on trade facilitation, trade policy related issues and non-tariff measures;Proven experience in implementing trade facilitation or regulatory reform projects in Laos or similar land-locked countries an advantage;Proven experience of working, over a long term, embedded within a trade related government institution (e.g. MoA, Customs, Ministry of Commerce, or similar) in a hands-on advisory and capacity building role on trade facilitation and advantage;Ability to establish and facilitate inter-agency cooperation, analyze & understand business processes and identify issues based on experience;Proven capacity building skills, particularly in organizing training workshops and seminars;Must speak and write Lao fluently; and have ability to translate English to Lao and vice versa, and act as a Lao to English and English to Lao interpreter during training and workshops.The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 and August 2018 edition, under Individual Consultants (IC) selection method.
