  • CONSULTANT(S) TO DELIVER M&E TRAINING Term of ReferenceTERMS OF REFERENCE (TOR) FOR A CONSULTANT(S) TO DELIVER M&E TRAINING FOR HJA AND PARTNERS IN LAOSGeneral Information Intervention:Basic training on Monitoring and Evaluation (M&E) methodologies and processes: We seek a Consultant to develop a M&E training to provide general knowledge on M&E processes and methodologies to Huam Jai Asasamak (HJA) staff and partners : Total work days: 22 days and a follow up period of up to three months upon completion of training.1.0 BACKGROUND   Huam Jai Asasamak Association(HJA) is a non-profit association registered in Laos and currently implementing three programmes with strong focus on youth development, shaping Lao youth to become productive leaders in the future with sustainable development in mind.   Volunteer Internship Program (VIP) being the core activity of HJA is supported by supplemental activities to achieve greater outcomes.  HJA programmes and its intended goals are described below:Huam Jai Asasamak Association works with youth in the age bracket 18 – 25 years old and ethnic minority groups in 15 provinces.  Volunteer Internship Programme (VIP) for less advantaged Lao youth to gain valuable experience by placing rural, indigenous minority and disadvantaged young people on a 12-month volunteer internship placements with INGOs, NPAs and local organisations. Volunteer Alumni Programme (VAP) has supported alumni from the Volunteer Internship Programme to continue playing a key role in the development of their rural community.Volunteer Peer Educator (VPE): This is a 6-month programme that caters for local youth looking to expand their knowledge on volunteerism and leadership development in Vientiane.For more detail of HJA programme information please visit HJA’s Facebook page: Huam Jai AsasamakTerms of Reference June, 2019This Monitoring and Evaluation training program is funded under DANIDA framework through CARE International in Lao PDR.2.0 SCOPE OF THE WORK The work will cover preparatory activities upon signing of the contract of consultancy until post-activities of the Training.HJA:Prepare the Term of Reference for the M&E Training.Prepare the necessary documents of the project and all the training topics need for desk reviewCoordinate with the concern partners and all other stakeholders that must be involved in developing the M&E training.Prepare Contract for Consultancy.Conduct the pre-test assessment and maintain communication with consultant in case of any consultancy/training matter.Consultant:Scope of the Design and delivery of the M&E Training Submit bid applications with all requested documentationDesign methodology, materials (modules, manuals, tools, etc.) and identify resources needed to be the used in developing and delivery M&E training.Design meetings and or/ workshops as needed in developing the M&E training.Document all processes and results of development and delivery of this M&E training.Deliver the M&E training and support lessons during the training delivery.Discuss progress in regular meetings with HJA and partnersFacilitate ToT to HJA & partners.Monitor the training, learning process and provide advice to HJATraining materials will be in Lao language including agendas, exercises, supporting materials and assessment tools including pre and post training tests.
