Plan offers competitive salaries and long-term employment opportunities for all posts.Provincial Technical Specialist –Public Health, Base in Saravan Province (Lao National)Responsibilities will include Deliver training on BCC to Provincial, District and Health Centre staff to improve their capacity to maximize integrated WASH and Nutrition impact on the first1000 days of life Monitor capacity building and behaviour change strategies and activities tailored to various actors at the provincial, district, facility and village levels Manage the scholarship programme for ethnic students in Saravan and Attapeu to enrol in pre-service training in nursing schools Work with Public Health Advisor, National Technical Specialist and Provincial Public Health Manager to further develop overall Monitoring and Evaluation framework, system and tools for the Public Health Programme Contribute good practices, lessons and innovations emerging from Plan’s programme in Saravan  to influence the relevant national policies and strategiesSkills, qualifications, experience Medical doctor with 4 years training or Degree in Public Health and relevant post graduate qualification (MPH etc.) At least 3 years’ experience in training health workers, public health program planning and monitoring especially in MCH, WASH and nutrition areas Very Good knowledge of MoH health management system at provincial, district and community level Very Good knowledge of epidemiology including data collection methods, analysis and interpretation Experience in working with the Government counterparts Excellent written and spoken English and Lao, fluency in an ethnic language an advantage Research, analysis and high level planning skills in the MNCHN and WASH sectors Report writing and financial analysis skillsFOR ALL PLAN POSITIONS: Strong commitment to the equal rights and participation of girls and women is essential Strong commitment to the Rights of the Child is essential Plan does not tolerate child abuse.
