Disaster risk reduction is integrated in all the work we do, and Plan is committed to providing disaster response support in case of humanitarian disaster.This position is employed for:Delivering the program activities and monitoring of Basic Education Program in the districts, according to the Plan Lao CSP, the Education Country Program Outline and the MoU with the Ministry of Education and Sports.Coordinating with District Education and Sports Bureau (DESB) and other key government authorities to facilitate successful implementation and supervision of Basic Education Program Dimensions of Role:Reports to district team leaders (dotted line) and provincial BEP program manager (Hard line);Manages the BEP budget planning and reporting for activity program implementation;Facilitates the activity program implementation at the district and village levels;Works in partnership with District Education and Sports Bureau technical staff and other district government officials, CSO and other program staff in Plan LaosRepresents BEP program team of Plan Laos in district and village level through attending seminar, workshop, coordination meeting etc;Ensures the program activity implementation is aligned with Plan’s policy commitments to Gender equality and Child ProtectionIs responsible for carrying all required BEP activities defined in the periodic work-plans and in alignment with the annual grant and project plans.Is accountable for requirements and condition of funded donors at all times of project implementationTypical Responsibilities - Key End Results of Position:“What” is done and “why”, but not “how”; include indicators for successIn full adherence to Plan International and Plan Laos policies and procedures, Plan’s Code of Conduct and Child Protection Policy and Plan Asia’s BEP Policy, the District BEP Coordinators will be responsible for the following activities in their districts… 1. Planning and coordinationDevelop the strong professional relationships with District government staff, local civil society (including NPAs) while embracing a strong team approach in implementing the program activities;Together with relevant Plan Program ( ECCD, Health, WASH ) staff, organize monthly, quarterly and annual meeting with provincial and district authorities to review and develop work plans, budgeting, assigning government staff for each activity in program;2. Establish and support key target groups and implementation mechanismsConduct the child-seeking activities for systematic enrolment and retention of all children in primary schools includes development of the village education mapping exercises with VEDC membersEstablish the primary scholar’s network meeting at the district/cluster levels;Promote the replication of best practices at the district education network meetingsSupport to DEDCs in implementing school improvement activitiesWith ECCD program staff conducts education activities in school and in the village- (summer preschool, where applicable etc.) Support the DESB to implement summer pre-school.With technical support from the CR CP team to introduce child protection system and children participation in school governance3. Capacity buildingBuild up and support facilitation skills to DESBs and coaching for DESB team leaders to lead education activities including reporting to their managers in district and village levels;Ensure the effective use of the teaching-learning materials to target schoolsProvide the training on delivery of extra curriculum and after school activities to the key teachers and school principalsProvide training on the Education Quality Standard (EQS) implementation throughout the assessment-planning-implementation-monitoring -evaluation;Build the capacity of DEDCs to engage with VEDC, parents' from the most marginalized groups and provision of targeted support for children at risk of staying out of school;4. Awareness raising/Knowledge buildingEnsure that men, boys, women, girls and children are involved in in the school self-assessment, school development plan (SDP) and monitoring of SDP, Child Seeking activities, village education mapping, children’s day and school governance activities;promote non-violence and inclusion of children from vulnerable groups, especially girls, children from all ethnic backgrounds and children with disabilitie.sProvide education message through village and school meetings on education related topics to villages and schools with posters, brochures.Ensure that the community fully participates in and contributes to the school maintaining and constructionFacilitate with district authorities their clear roles and responsibilities of education policyIntroduce the gender in education work in DESB and schools5. MonitoringSupport District, village levels, integrated monitoring for schools and villages using available frameworks such EQS and VEDC, monitoring forms. etc.Improve the quality of data collection, EMIS and analysis at district and school levels,Ensure the qualitative and quantity data about children is accurately and timely reported.Prepare the monthly reports on the process to update on indicatorsProduce the case studies to promote good practices;6. Reporting/Administrative/FinanceProvide timely monthly work plan and reports on activities and expenditures in District to Provincial BEP manager, PU;Support DESBs in preparing monthly/quarterly reports to government partners refers to INGO Guideline requirement article 20 in district levelHandle required cash advances according to Plan Finance policies and donor financial requirement to ensure Plan meets their standard as well as expenditure reports to clear these advances with transparency.Provide assistance to update BEP database in DESB related to communities and schoolsFacilitate field visits for donors and other Plan staff as may be required;Ensure that child protection measures are in place and followed in all BEP interventions;Undertake all other tasks as may be required.Dealing with Problems:Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve themMinimize the gaps between the perspectives of program implementation at the district and village levels;Identify and resolve complex problems, ensuring consultation with BEP and other Plan program staff line manager as appropriate.Quick adaptation with rapid change of govt. curriculum and prescribed circular and policies;High levels of determination and flexibility combined with local authority and a strong sense of humor!Maintain professional relationship with DESB and other government counterparts and resolves the issues through negotiations with the help from the Provincial Program Manager/ DTL.Communications and Working Relationships:Working contacts inside and outside the organization;
