PurposePlan, one of the world’s largest children’s INGOs, started operations in Laos in 2007. In Laos, Plan maintains field presence in 3 provinces; Bokeo, Oudomxay and Saravane, and actively engages in coordination and policy and technical discussion with the Government of Laos, Lao civil society and Development Partners at local and national levels. Under the country strategic plan, Plan Laos implements four major sector programs – 1) Early Childhood Care and Development and Basic Education Program (BEP); 2) Integrated Public Health Program that covers Water, Sanitation and Hygiene (WASH), and Maternal, Neonatal and Child Health and Nutrition (MNCHN); 3) Adolescent program and 4) Youth Economic Empowerment (including associated with employment). The areas of Child Protection and Gender Equality and Social Inclusion are cutting across all the programs and internal policies. Gender transformative programming and influencing is the global approach used in every country office, including Plan Laos, to apply to their work that helps achieve its ambitions of gender equality and girl’s rights.The purpose of this consultancy is to support the detailed operational design of the Youth Employment Solutions (YES) and development of the Project concept document. The YES concept envisions the provision of partial subsidies to private sector firms to contribute to the salary costs of interns recruited from specific target groups (long term unemployed and returned migrants between the ages of 16 and 30) who would be recruited by such firms and have the opportunity to learn new skills and potentially gain full time employment from these firms. The project will also seek to link participating firms to the Business Assistance Facility through which they can access subsidized technical assistance to improve their competitiveness. YES operational design will result in a detailed, step-by-step Operations Manual being produced that will guide the implementation team in implementing the activity. The Consultant will be guided on a regular basis by the Consultant in the design and implementation of their work. Overall they will report to the Head of YEE program. Consultation processes with target population groups, potential partner companies, government institutional partners and the Business Assistance Facility will need to be designed, implemented, results assessed and used to test feasibility and design operational steps and processes.The YES pilot is designed to test the approach and rigorously evaluate results. As such part of the role is to formulate the research questions and undertake a high level design of research processes that will be required. The feasibility and operational design will need to be completed by 20th December 2021. The Technical Specialist (‘the consultant’) will work to support the YES Design Consultant in undertaking the feasibility and operational design process and will play the coordination role in consulting with intended key stakeholders – unemployed youth and participating firms with guidance on consultation processes. The technical specialist will be based in the Plan Laos Country Office in Vientiane Capital. The position will play a key role in supporting the feasibility assessment of the YES concept and its subsequent operational design. The Consultant will need to coordinate closely with Government partner agencies in undertaking feasibility assessment and in making key operational design decisions. They will also need to work with Plan operations departments, including finance, in determining how best to establish systems and processes that meet Plan requirements and also are operationally viable for YES.The consultant will be required to have completed the assignment by 20th December 2021. 2. Overall TasksKey support role in YES feasibility and operational design processes.Works under technical guidance of the YES Feasibility and Operational Design Consultant.Works with assigned staff from government partner agencies in undertaking the feasibility assessment and making key operational design decisions under guidance of the consultant.Ensure that commitments to gender and child protection are met, including gender transformative programming, and closely coordinate with and seek inputs from Plan International’s gender and child protection advisors as required.Manages a small budget for meetings and field work.Reports to the Head of YEE and ensures their engagement in key processes associated with the feasibility assessment and operational design.Able to support negotiation effectively with government partners in favor of project design as needed.3. Specific Tasks 3.1 Support for Program ManagementAssist the Head of YEE and YES Consultant implement the activities in the YES Feasibility and Design work plan.Ensure the high quality delivery of research and consultation processes undertaken as part of the feasibility and design process and document such.3.2 Research, Consultation and Technical SupportWith the YES Consultant identify and provide required research training to partner staff.Lead field work for consultation with unemployed youth and potential participating companies to test YES feasibility and inform operational design in line with guidance provided by the YES Consultant.Lead consultation meetings with Government partners and other YES stakeholders as part of information gathering required for operational design in line with guidance provided by the YES Consultant.Lead internal meetings with Plan departments to ensure that Operational design is informed by realities of Plan system requirements and determine approaches to minimize associated workloads in line with guidance provided by the YES Consultant.Provide technical input to consultation and design processes.Develop research and consultation solutions to program implementation issues.3.3 Monitoring and Evaluation Work with the YES Consultant in the design of the YES M&E framework.Support the YES consultant in the design of the YES research partner TOR and the costing of such a partnership.Identify potential providers of required research services.3.4 Finance and Resources ManagementLearn Plan finance systems to enable timely expenditure of project budget on required activities.Develop monthly forecasts for travel and training for the positionManage expenditure and Plan finance processes for spending funds on meetings, research and travel.4. OutputsThe Technical Specialist consultant will contribute to completion of keys tasks as outlined in Section 2 and 3 of this TOR. Outputs to be expected are as detailed below however due to the nature of the assignment, there may be additional outputs not yet listed here. Submit a monthly timesheet (to accompany invoice)Assignment work plan aligned with the YES Design Consultant.Letters to Government and other relevant correspondence to partnersActivity and budget plans for specific steps in the design workshopSupport the achievement of deliverables for the YES Design namely:Feasibility study – a 5-10 page document outlining consultation processes held, outputs and conclusions on feasibility and design implications.Operations Manual – a detailed step-by-step how-to operational manual including all internal and external steps including all required forms and document formats.Research Terms of Reference – a detailed TOR for subcontracted research services to assess impact of the YES pilot including key research questions and methodological approach.Detailed Operational Budget – detailed costing for the operations of the YES pilot over a 2 -3 year period including outline staffing structure and costs covering all actions in the Operations manual.5. Selection CriteriaThe consultant will be selected based on the following key selection criteria:Degree in relevant subject, business, economics etc.At least 5 years’ experience in project management, design or assessment.At least 2 years’ experience in one of the key project areas- employment creation, or business management.Experience of working in a medium or large scale business and familiarity with business drivers in the Lao PDR is highly desired.Ideally experience in Human Resource management in a commercial context.Good knowledge of data collection methods, analysis and interpretationVery Good written and spoken English and Lao language skills.Skills conducting consultation and operational design processes.Skills in talking as a trusted peer to business owners.Capacity building skills working with government counterparts gained through experienceKnowledge and Skills in PRA and similar methodologies;Very Good computer skills in Office applications 6.
