  • Water technician Vacancy AnnouncementWater technician for EMW in LaosEast Meets West is an international NGO headquartered in the United States and has offices Vietnam, Cambodia and Laos. EMW began working in Laos in 2014 with Water Sanitation Hygiene program called WASHOBA with support from Australian Department of Foreign Affairs and Trade. EMW will start a Water Sanitation Hygiene program called Engaging Public, Private, and Civil Society Groups in WASH Through Women-Led Output Based Aid (WOBA) in Laos, this program has supported from the Innovative Partnership Solution (IPS) Program of KOICA, from Sept 2018 until Sept 2022. EMW is now seeking for one water and sanitation technician to implement the water and hygiene component of the WOBA program in Xayabury Province. Job summary:                        Implement and supervise water supply project activities in Xayabury Province based on the approved objectives and plan to achieve the designed goals of Program. Ensure delivery of results on time, on budget and with high quality.Support Laos Country Director/Program manager to manage the Water Supply Component under WOBA program through Public Private Partnership Approaches and Output Based Aids.To keep his (her) supervisors well informed of the program progress and challenges and ask for advice/support if needed.Main tasks, responsibilities:Technical Support: Build capacity and support government partners and communities in implementing quality and sustainable construction of community/household water systems and holding education sessions.Design and deliver training on conducting feasibility studies and impact assessments to counterparts and communities.Support government project partners/counterparts in developing the necessary regulations, agreements and future directions to maintain water systems and latrines in a sustainable manner.Develop understanding and innovative solutions to provide safe, secure and sustainable access to water and sanitation.Work with the project field water technician under the partners’ support to monitor and oversee relevant infrastructure construction/repair and to ensure quality across all water and sanitation related activities at all times.Support local partners, particularly in the district water and sanitation office, in following water and sanitation construction standards, including obtaining official approval for such construction. Identify how projects can effectively address the needs of vulnerable children, girls and children of ethnic communities.Carry out monitoring and evaluation of all relevant EMW activities and to critically assess their impact on poor and GESI households, including the documentation of water and sanitation related activities.Promote capacity building through facilitating exchanges and identifying training opportunities.Coordination and Management: Based on the project plan develop the quarterly and the monthly monitoring plans and reporting.Monitor, Supervise and provide the guidance/ direction/supervision to the field water technician on monthly field activities and reports.Provide day to day supervision of field activities, submit written report, including budget management, financial reports, implementation management and evaluation activities.Collaborate with the Provincial and District Water and Sanitation Offices and communities in the design of relevant interventions in the target district.Co-ordinate closely with stakeholders/partners to ensure that projects run according to implementation plans and within budget.Support stakeholders/partners to implement project activities according to agreed-upon implementation plans.Develop and maintain strong relationships with local authorities and communities.Prepare program reports and support Country Director to perform other duties if requested (fundraising, ad-hoc work)Work Conditions:The primary work location will be in the EMW Laos Office in Vientiane with occasional travel to field locations.  Travel by public transportation, private vehicles and overnight stays will be required.
