ORGANIZATIONAL CONTEXT AND SCOPEIOM has been working in Lao People’s Democratic Republic since 2002. Current activities focus on assisting vulnerable migrants including victims of trafficking, capacity development of government officials, skills development of migrants, returnees and aspirant migrants, ethical recruitment and poverty reduction activities.Under the regional project Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement (PROMISE), IOM is working closely with key government counterparts to potentially scale up the Migrant Resource Centre (MRC) in this country. However, the capacity and current service delivery model of three existing MRCs in Sayaboutly, Savannakhet and Champasak remains relatively weak due to the lack of resources and capacity, thus there is a strong need to reassess the current MRC model.For this assessment, IOM is seeking a consultant with sound knowledge and research background in migration, especially in the area of labour migration and skills development, to conduct a needs assessment of existing MRCs in Lao People’s Democratic Republic. The needs assessment will seek to understand the current MRC set-ups and practices in providing relevant services to migrant workers, including but not limited to: 1) Promotion of skills development opportunities; 2) Career counselling; 3) Job matching; 4) Enhanced data collection; 5) Documentation assistance; 6) Following up and monitoring, as well as its operational model and challenges may face, with the objective to promote greater protection of migrants through enhanced MRC mechanism. III. RESPONSIBILITIES AND ACCOUNTABILITIES Under the overall supervision of the Head of Office and the direct supervision of the National Project Officer in IOM Lao People’s Democratic Republic, the consultant will have the following duties and responsibilities: • Conduct desk review on relevant studies and information available on MRCs;Develop research methodology and tools;Conduct feasibility study using developed methodology and tools for three MRCs, Job centers including both on-site and off-site interviews with relevant stakeholders and beneficiaries;Analyze the collected data information;Produce a concise report in English on the findings of the assessment and recommendations;Present the findings and recommendations to IOM Lao PDR and key stakeholders.Revise and edit the final report as instructed by IOM. IV. REQUIRED QUALIFICATIONS AND EXPERIENCEEDUCATIONMaster’s degree in social science, migration studies, international development, or any other relevant field.EXPERIENCE Minimum 5 years of experience in qualitative assessment, policy analysis related to labour migration, skills development and migration protection;Ability to work under tight deadlines with minimal supervision and to adapt to changing environment;Strong writing, time management and communication skills;Relevant experience in the field of migration and the private sector is desirable;Cultural and gender sensitivity and ability to work with people from different backgrounds;Ability to travel and work in the field; and adhere to agreed timelines;Experience in working with IOM or other UN Agencies as well as host country government and good knowledge of Lao country context will be an asset.
