Community Mobilizer JOB VACANCY - CATHOLIC RELIEF SERVICESCommunity Mobilizer Based in Xepone Office 02 positions (Lao National Only)PRIMARY RESPONSIBILITIESThe Community Mobilizer is a member of the USDA McGovern-Dole Food for Education Program. Main responsibilities of the position include community mobilization, activity monitoring, commodity management, and data collection at the school level and reporting. Under the supervision of the FFE Field Officer, he/she is responsible for assisting in the coordination of all of the project activities at the community level and ensuring successful project implementation with strong community participation, mobilization and organization. He/She will perform functions relating to reporting on Village Education Development Committee (VEDC) food management on a monthly basis as well as activity monitoring and data collection.The Community Mobilizer will be assigned a cluster of approximately nine schools in one of the following districts of Vilabouly, Xepon, Phin, Phalanxai, Outhoumphone, Atsaphone, and Nong in Savannakhet and will be required to stay in the community, visit schools daily with monthly visits to their corresponding office in Savannakhet or Xepon for planning, meeting, training or meeting.KEY RESPONSIBILITIES: Mobilize and organize communities around program objectives and activities. Ensure activities at community level are conducted according to agreed plan and monitor progress. Address any program issue with the communities and if cannot be addressed report to supervisor. Conduct monitoring activities as determined by program management monitoring plan. Report on food utilization on monthly basis and ensure VEDC perform their role in these activities. Train school teams on appropriate storage, management and reporting of commodities. Conduct monthly physical stock counts at the school warehouses. Support communities, local leaders, VEDC members, teachers and children in their efforts to monitor and manage the program; meetings should include both male and female community members, as well as VEDC members and other community leaders where relevant. In coordination with the Field Officers, prepare and provide weekly / monthly / quarterly activity planning as requested. Communicate community concerns to the Field Officer and MEAL Officer. Listen and meet with VEDC on a regular basis monthly or weekly in close coordination with Field Officer Provide one-on-one support to the cooks on food preparation and hygiene promotion Communicate upcoming events to communities (workshops, exchange visits, meetings). Attend planned trainings as requested. Support Coordination of monthly meetings and updates with the district education office or CRS field officeOther Responsibilities:Perform other duties as designated by the Project Manager and Field Officer. This may include: Assist in receipt / dispatch of commodities from CRS warehouse, delivery of food to school, one-on-one trainings for cooks, storekeepers and school level beneficiaries.Key Working Relationships:Internal – Chief of Party, Project Manager, Field Officer, Food Monitor, MEAL Officer, Training Manager, Training OfficerExternal – VEDC (School Storekeepers, cooks), teachers, principals, District Education and Sports Bureau (DESB), local leaders.Minimum qualifications and experience: Lao National University degree in Social Sciences. One-year experience working as a field worker in community development or relevance highly preferred. Good interpersonal skills. Knowledge of minority spoken language/culture in Savannakhet province considered as an asset. Good understanding about the role of the VEDC in community mobilization and education. Ability to help community organize activities. Familiarity with local communities and cultures. Ability to work with the community and increase community participation and contribution to education projects. Willingness to travel on motorcycle and live in the community. Basic knowledge and experience in program monitoring and ability to conduct monitoring. Experience working in education preferred. Experience in store management and school feeding program considered as an asset. Flexible and easily adaptable to change, self-motivated and organized. Interest in working with local teachers and supporting education in rural communities. Motorcycle driving license.
