  • WASH Manager JOB VACANCY - CATHOLIC RELIEF SERVICESWASH Manager for LEAPS II Based in Savannakhet– 1 position (Lao National Only)Primary Responsibilities:The WASH Manager focuses on activities related to access to water, water point construction or rehabilitation, sanitation and hygiene activities in classrooms, and latrine and hand washing station construction or rehabilitation. Under the supervision of the Project Manager and with technical guidance from the WASH consultant, the WASH Manager will also play a key role in liaising and monitoring contracts for water points at schools.General areas of responsibility include: Planning and Coordination. Training. Supervision of the construction of WASH-related infrastructure. Other duties as assigned.Specific Responsibilities include: Oversee the WASH Officer, including regular coaching and performance assessment, and create coordinated work plans.  Lead a WASH assessment in LEAPS II schools to understand the water, sanitation, and hygiene. Coordinate with the Village Education Development Committees to plan and implement WASH-related infrastructure improvements. Assist or lead the procurement process for a WASH infrastructure engineering contractor. Work with the contractor to ensure the quality of construction of all water and sanitation infrastructure, including boreholes, wells, rain water harvesting stations, separate male-female latrines with special consideration for students with disabilities and environmentally appropriate septic tanks. Take lead in water quality testing and monitoring, and in communications with Provincial NAMSAAD Unit (Water and Sanitation Unit of the Department of Health). Lead the formation of Water User Committees at schools. Train the Water User Committees on roles and responsibilities, including calculating and collecting fees from households, basic book keeping, and operations and maintenance. Train and develop the professional and technical skills of CRS staff, local partners, and beneficiaries in terms of WASH infrastructure and community mobilization. Provide technical support and guidance on hygiene promotion in targeted schools, including the development of effective messages and high-quality materials in hygiene promotion. Conduct community meetings to ensure that WASH implementation procedures are transparent and that stakeholders understand their role/involvement in operations and maintenance. Work with Monitoring, Evaluation, Accountability, and Learning (MEAL) team to capture monitoring data and regularly review and document progress against indicators, lessons learned, and challenges encountered, in order to ensure the achievement of performance targets and adherence to technical standards, best practices and donor guidelines. Provide verbal translation during meetings/trainings as requested. Support Project Manager and others in drafting communication letters in both Laos and English as requested.Other Responsibilities: Identify and meet the training needs of the CRS staff and partners as requested. Coordinate with team members and Logistics Unit to ensure compliance in documentation and reporting. Conduct regular field visits to monitor the activities and performance of staff at the schools. Three to five years practical experience in implementing WASH programs in partnership Experience in training and implementing field-level WASH projects. Proven strong ability to provide technical assistance and expert advice to partners in WASH. Experience in project planning, supervision, and reporting. Solid working knowledge of computers and the following software:  Windows, Outlook, MS Excel, MS Word; ability with MS Access highly desired. Independent thinker, ability to identify potential problems and offer solutions. Proven experience in planning, organization, staff management and staff development. Strong analytical and creative problem solving skills. Proven leadership and team-building skills.  Demonstrated ability to prioritize, manage multiple tasks, delegate responsibilities and ensure follow-up, and motivate staff.
