OfficerApplication deadline: 25 November 2019Starting Date: 1 December 2019Duration: 1 year with Possibility of ExtensionBackground: Since July 2018, Lao PDR has experienced significant damages and losses across the country due to heavy rains and flash flooding caused by tropical storms and the hydropower dam collapse in Attapeu Province.The Korea International Cooperation Agency(KOICA) has been supporting the "Integrated Recovery Program in Attapue Province, Lao PDR" which focuses on agriculture, health, education, skills development and child protection to recover flood-affected area and to support flood affected victims in cooperation with Ministry of Labour and Social welfare, Lao PDR.Description of tasks: Under the direction of the Project Manager, the Monitoring and Evaluation Officer will be responsible for conducting continuous monitoring and reporting of the program activities and regular evaluation, identifying potential problems and supporting the overall programming process.The Monitoring and Evaluation Officer works in close collaboration with relevant ministries such as Ministry of Labour and Social Welfare, Ministry of Health, Ministry of Education and Sports, Ministry of Agriculture and Forestry and Attapue Provincial Authority, UNICEF Lao PDR, private sector, NGOs, and civil society organizations.The M&E shall:The Monitoring and Evaluation Officer will have the following duties and responsibilitiesSpearhead the development of M&E systems with standard procedures and process to ensure credible, reliable, timely and cost-effective data collection to inform on going management decisions, strategic planning and uphold accountabilityEnsure the quality of M&E related data to be collected throughout the program implementationcoordinate and oversee the M&E platform with stake-holders to ensure effective implementation of M&E activitiesPrepare and coordinate baseline, midterm and end-of-project, impact ,special studies, and other components of the M&E system, using a range of quantitative and qualitative methods and various participatory methodologies to monitor and evaluate performanceLead the adaption or development of specific planning, assessment, monitoring and evaluation and reporting tools for consistent and quality data collectionProvide technical guidance to program staff, primary stakeholders and implementing partners, as necessary, on program design, logframe, monitoring and evaluation concepts, skills and toolsEstablish an inventory of reliable, secondary data sources of key statistics to contribute to M&E, and network and coordinate with stakeholders, NGOs, the UN and other international organizations to maximize the coordination and collaboration of data collection and efficient use of time and resources, and to reduce data collection duplication and the negative impact(assessment fatigue)among the target populationsReport on the effectiveness of project activities, constraints and present recommendations for improvementUndertake regular visits to the field to support program implementation and monitoring and report progress and performance of the operation compared to targetsCoordinate with local authorities, community and other entities aimed at improving efficiency and timely implementation of the projectProvide feedback to the Project Manager on project strategies and activitiesSuggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecksPrepare risk analysis, contingency planning and make recommendationsPeriodically monitor the management of risks and report on any actions takenPrepare donor related documents such as monthly, quarterly and annual progress report and other documents as requiredConduct participatory needs assessment studies to facilitate sound planning and developmentDocument important data for project reports and reference in implementation of future projects, including success stories, lessons learned and challenges as well as possible solutionsPrepare and contribute knowledge and information sharingTranslate reports and project documents from Lao to English and from English to LaoPerform other related duties as requiredQualifications/Requirements: (Education)Masters degree or equivalent degree in M&E, Business Administration, social sciences, economics, Disaster Risk Management, project management, development studies, natural resource management, or a related field(Experiences)At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/GovernmentExperience in designing tools and strategies for data collection, analysis and production of reportsProven ICT skills, especially in the development of MIS software using database softwareExpertise in analyzing data using statistical softwareExperience conducting M&E in humanitarian relief and development sectors, preferably with experience in participatory processes, joint management and sensitive issueExperience in coaching programme staff, in facilitating training and in selecting and managing consultantsLocal candidate is highly consideredCompetencies:Demonstrates integrity by modelling the KOICA’s values and ethical standardsExperience working using participatory approaches, is an advantageUnderstand the government structure
