  • Public Relation and Communication Officer (PR&C Officer) REQUEST FOR EXPRESS OF INTEREST LAO PEOPLE’S DEMOCRATIC REPUBLICMINISTRY OF INDUSTRY AND COMMERCENational Implementation UnitSmall and Medium Enterprises Access to Finance ProjectCredit No. 5471-LA, Grant No. H958-LA Public Relation and Communication Officer (PR&C Officer)The Government of Lao PDR is receiving US$20 million financing from the World Bank Group’s International Development Association (IDA) for the Small and Medium Enterprise Access to Finance Project (SME A2F). The Project’s development objective is to provide long-term funding sources for banks to provide long-term credit to small and medium enterprises (SMEs). The project will support the growth of privately-owned SMEs by increasing the supply of long-term finance provided by commercial banks and by strengthening the capability of Department of SME Promotion to formulate and implement public policies that promote access to finance for SMEs.The implementation of the project is coordinated by the Department of Planning and Cooperation through the National Implementation Unit in its capacity as main coordination and supervision body for the implementation of the Lao Trade and Private Sector Development Program and the Department of SME Promotion (DOSMEP) is responsible for the technical implementation of project components, and for day-to-day execution of activities as stated in work plans. The NIU is seeking an experienced full-time national consultant to fill the position of a Public Relation and Communication Officer for the SME Access to Finance Project (SME A2F Project). The objective of which is to provide expert advice, update and lead on the development and implementation of the Public Relation and Communication Strategy. This will be a full-time position for a period starting from January or early February until June 2020. The majority of inputs will be delivered in Vientiane, Lao PDR working alongside government officials, at DOSMEP, MOIC. The Consultant will work under the day-to-day supervision and report to the Project Manager. The full text of the ToR can be accessed at the NIU’s website: http://www.t4dlaos.org/vacancies/In order to qualify for this position, the candidates shall meet the following experience and competence requirements:Minimum qualification is a Bachelor’s degree in Communications, Journalism or equivalentDemonstrated organizational and technical programmatic experience for at least 3 years in Public Relation and Communications in an intergovernmental or international development orientated organizationDemonstrated experience with in developing communication materials (on-line, Media/press releases, publications and reports)Good knowledge of English and Lao both oral and written communication skills, conveying messages to different audiences using diverse media.Experience in working with journalist and media networks and ability to develop, nurture and maintain existing and new media contactsAbility to analyse complex information from different sources and to synthesise this information into coherent and appropriate knowledge and communication productsExperience in editing and proof reading organizational communication materialThe Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method, January 2011.
