Background:The Government of Lao PDR (GOL) has received support from the World Bank Group, specifically the International Development Association (IDA) to address access to finance constraints by small and medium enterprises (SMEs) through the Small and Medium Enterprises Access to Finance Project (SMEAFP, the Project). The IDA has provided US$20 million equivalent to the Ministry of Finance (MOF) of the Lao PDR; 50 percent of the funding as grant and 50 percent as soft credit. The Project is being technical implemented by the Department of SME Promotion (DOSMEP) at the Ministry of Industry and Commerce (MOIC) and National Implementation Unit under Department of Planning and Cooperation of MOIC is core executing and coordinating of Trade related ODA of MOIC. Other agencies involved in project implementation include the Participating Financial Institutions (PFIs).The objective of the Project is to provide long-term funding sources for banks to provide long-term credit to small and medium enterprises. This PDO will be achieved by increasing the supply of long-term finance provided by commercial banks and by strengthening the capability of MoIC to formulate and implement public policies that promote access to finance for SMEs.The Project has two Components: (1) Provision of a line of credit (LOC) facility to Participating Financial Institutions for extending long-term local currency loans to SMEs for the implementation of specific Sub-projects; and (2) Provision of technical assistance to DOSMEP and other relevant agencies to strengthen their capacity to formulate and implement strategies, policies, instruments and other activities related to the promotion of SMEs. This will be a part-time position for 20 days covering a period of 5 month (until June 2019). The majority of inputs will be delivered in Vientiane, Lao PDR working alongside government officials. The workplace will be at DOSMEP, Ministry of Industry and Commerce. Qualifications and Experience Requirement:A minimum of 3 years work experience in relevant development work at the national level in providing advise and hands-on experience monitoring and evaluating results in development projects, including log-frame M&E systems.At least a Bachelor Degree in economics, business management or related field;Experience in foreign funded development projects is preferable.Knowledge of relevant research and analytical approaches in sector analysis and market assessments, M&E system and key M&E methodologies;Knowledge of SME promotion practices and policies;Demonstrated skills in research design, specifically for impact evaluation for development projects;Familiarity with the relevant Government procedures and regulations is an asset.Ability to read and write excellent English, draft reports in English for regular and continuous presentations to Project Management, Government agencies, World Bank etc.Ability to interact with staff in the relevant agencies.High level of computer literacy, including Word, Excel, email and the internet.Strong communication skills and good interpersonal relations. The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method, January 2011.
