  • National Coordinator REQUEST FOR EXPRESS OF INTEREST LAO PEOPLE’S DEMOCRATIC REPUBLICMINISTRY OF INDUSTRY AND COMMERCENational Implementation UnitSmall and Medium Enterprises Access to Finance ProjectCredit No. 5471-LA, Grant No. H958-LA National CoordinatorCapacity Building for Small and Medium Enterprises (SMEs) and Participating Financial Institutions (PFIs) and other Stakeholders The Government of Lao PDR is receiving US$20 million financing from the World Bank Group’s International Development Association (IDA) for the Small and Medium Enterprise Access to Finance Project (SME A2F). The Project’s development objective is to provide long-term funding sources for banks to provide long-term credit to small and medium enterprises (SMEs). The project will support the growth of privately-owned SMEs by increasing the supply of long-term finance provided by commercial banks and by strengthening the capability of Department of SME Promotion to formulate and implement public policies that promote access to finance for SMEs.The Department of SME Promotion (DOSMEP) at the Ministry of Industry and Commerce (MoIC) is the Implementing Agency for the project. The Planning and Cooperation Department (DPC) is the core technical and fiduciary implementing unit for the project. The National implementation Unit (NIU) under DPC will be responsible for coordinating with DOSMEP, managing activities of both components at the technical level, facilitating the work planning process, coordinating progress and financial reporting at the project level. The NIU will also be responsible for providing financial management and procurement services to DOSMEP.The NIU is seeking a dynamic and experienced full-time national consultant to fill the position of National Coordinator to assist and support the international firms under the guidance of the Team Leaders and DOSMEP to implement technical assistance programs for the SMEs and PFIs. It is anticipated that the selected national consultant will be stationed in Vientiane to provide services on a full-time basis during the 1 year period, with travel to provinces as and when required. The assignment is expected to be for a total of 12 months. Initially, there will be a probation period for 3 months.  The full text of the ToR can be accessed at the NIU’s website: http://t4dlaos.org/In order to qualify for this position, the candidates shall meet the following experience and competence requirements:Minimum Bachelor degree in Economics, Trade, Finance, Business Management or related field;Minimum five years of related work experience in the banking sector, SME or private sector development;Experience with international consultants, organizations, or government projects on similar assignments will be an asset;Past experience on coordination, admin or office managing positions is a strong asset.Some prior practical experience in translation and interpretation is required;Good understanding of Lao PDR’s economic, political, institutional and cultural context would be an advantage;Good Computer skills are mandatory (MS Office, Internet, E-mail etc.)Excellent verbal and written communication skills in English and Lao are requiredThe Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method, January 2011.
