  • Accountant Principal Recipient, Project Management Unit-The Global Fund Project under Ministry of HealthThe Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund) is an international partnership working with over the 140 countries worldwide designed to accelerate the end of AIDS, Tuberculosis and Malaria as epidemics. The Global Fund partnership has its headquarters in Geneva, Switzerland and mobilizes and invests nearly US$4 billion a year (www.theglobalfund,org).The Global Fund has signed successive grants with the Lao People’s Democratic Republic (Lao PDR) since 2003. The Ministry of Health is the Principal Recipient (PR) for grants for HIV and TB and Principal Sub-Recipient (PSR) for Malaria planned to commence on 01 January 2018 to be implemented over 3 years till 31st December 2020. The Ministry for Health has established a small team of contracted staff to perform the functions of the principal recipient. This team performs a Project Management Unit (PMU) under the overall direction of a PMU Manager. The Ministry of Health welcomes applications from appropriately qualified and experienced professionals for the following position.Please note: This is an annual appointment which is extendable based on satisfactory performance. This position will be based in Vientiane Capital.CAREER OPPORTUNITIESAccountant 1 positionThe GF Accountant will be responsible for the providing detailed accounting duties as part offinancial management services for the Global Fund grants to the Ministry of Health, including data entry into the computerized accounting system and generation of accounting reports. He/she will work as part of the PMU Finance team to ensure that grant financial resources are well managed and accounted for during the implementation of the planned activities according to the procedures and guidelines of the Global Fund and the internal procedures developed for the PMU. Under the guidance and direction of the GF Finance Manager, he/she will contribute to reviewing the accounting procedures and practices used by sub-recipients, and provide training and capacity development to finance staff of sub-recipients and implementing sites.Required Qualification and Preferred ExperienceA Degree or Advanced Certificate in Finance and/or Accounting, from a reputable universityFive (5) years’ experience working as an Accountant or similar position responsible for accounting, budgeting, financial management and reporting.Key Selection CriteriaCapacity to use automated accounting systems for recording financial activities and performance.Capacity to ensure diligent accounting data-entry and to use standard operating procedures to ensure accuracy.Preferable demonstrate knowledge of the Global Fund financial policies and procedures.Capacity to review accounting practices of sub-recipients, identify any practice weakness and to provide support and training where required.Demonstrate time management skills and ability to manage multiple priorities.Capacity to contribute as a member of finance team, while also taking responsibility for personal responsibilities.DETAILED TERM OF REFERENCE: Interested candidates are strongly encouraged to review the detailed Term of Reference (ToR) that can be provided in the PMU office.TO APPLY FOR THIS POSITIONSInterested candidates are asked to submit their application by email to Dr Viengsavanh Phanmanivong: viengsavanhp@theglobalfundlao.org and Maisom: maisom.v@theglobalfundlao.org by the closing date given below.
