  • Chief Technical Advisor (CTA) Fixed Term Appointment VACANCY ANNOUNCEMENT FOR INTERNATIONALSUNDP Chief Technical Advisor (CTA) to the UXO Sector, Lao PDRFixed Term Appointment – P4 LevelContract 12 months (renewable) UNDP is seeking for an experienced and qualified International to fill the position of Chief Technical Advisor (CTA), UXO Sector, Fixed Term Contract at P4 level to be based in Vientiane, Lao PDR. The Chief Technical Advisor (CTA) works in close collaboration with the two national UXO institutions – NRA & UXO-Lao as well as with the UXO unit (in addition to operations, programme and projects’ staff) and UNDP HQs as required to support UXO sector organizations and also in ensuring effective coordination and communication between UXO sector stakeholders.Duties and responsibilitiesThe CTA will provide high level advice and guidance and support development of the capacity of NRA and UXO Lao in the following areas:UXO sector coordination and Strategy DevelopmentRegulation and National StandardsInternational cooperation and assistanceNational Implementation Measures and domestic legislationReporting on international treaty obligations including CCM related issues.Resource Mobilization and Partnership developmentQuality and timeliness of programme implementationSupport to effective monitoring and evaluationSupport to NRA and UXO LaoCompetenciesCore: Innovation, Leadership, People Management, Communication, DeliveryTechnical/Functional:Work to achieve the strategic goals of UNDP and promotes the vision, mission and value of UNDPFocus on results and client satisfactionRecognize and respond appropriately to the ideas, interests and concerns of others; contribute creative solutions to address challenging situationsSeek, apply and share knowledge and informationDemonstrate strong analytical and communication (written, verbal, and interpersonal) skillsDemonstrate strong ability to work in harmony with staff members of different cultural backgrounds in a professional manner, especially in a mutually supportive team environment.Consistently approaches work with energy and positive, constructive attitude.Qualifications and experienceMaster’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.At least 10 years of field-based and/or headquarters experience with progressive responsibilities.Demonstrable management, capacity building and development expertise.Extensive knowledge of UXO/Mine Action Issues, with emphasis on the policy, regulatory and treaty issues and a commitment to a community-oriented approach to UXO/Mine Action.Experience working in UXO/Mine action programme or countries.Extensive experience on programme/project management in developing countries – preferably in Southeast Asia.Experience in aid coordination, and donor relations, or advocacy is desirable;Experience working with the application of IMAS national standards and SOP including capacity building of national staff in such procedures.Knowledge of UNDP and UN system policies, programming and operational issues, as well as UN/UNDP experience is desirable.Demonstrates strong ability to work in harmony with staff members of different cultural backgrounds in a professional manner, especially in a mutually-supportive team environment.Excellent command of English is required. Willingness and ability to learn the Lao language is desirable in the absence of Lao language capacity.This UNDP fixed term appointment will be based in Vientiane.
