  • Project Management Advisor Project Management Advisor(Lao National Position)Brief: MRLG seeks an experienced Lao National Project Management Advisor to support capacity building on management, reporting and other M&E tasks for MoNRE-DoL Project Implementing Team.Project backgroundThe Mekong Region Land Governance (MRLG) Project is funded by the Swiss Agency for Development and Cooperation, with support from the Governments of Germany and Luxembourg. MRLG is jointly implemented by Land Equity International (LEI) and Professionals for Fair Development (GRET). The Project aims to address weak land governance and tenure insecurity in the Mekong region by empowering local stakeholders, building alliances, and supporting policy reform. The Project works across the four Mekong countries of Cambodia, Lao PDR, Myanmar and Vietnam to support cross-country learning and facilitate dialogue and alliance building.The Project requires an experienced Lao National Project Management Advisor to support strengthening of capabilities of the Project Implementation Team the Ministry of Natural Resources and Environment’s (MONRE) Department of Land (DoL) related to project management, policy analysis, reporting, documentation and other M&E tasks.Main tasks and responsibilities:The Project Management Advisor shall:Assist the team in strategic planning, including the review and updating of work and budget plans, adjusting as necessary to deliver required interventions;Assist the team in identifying and resolving implementation issues. In cases where the issues are related to gaps or conflict in policies, the consultant will support the Government of Lao PDR in reviewing its policies and developing appropriate policy recommendations;Assist and facilitate necessary coordination and dialogue between the different implementation partners (DoL, Department of Forestry, Department of Agricultural Land Management, the Lao Women’s Union, and the Lao Front for National Development), the MRLG Lao Customary Tenure Alliance members and the MRLG Project Implementation Unit (PIU);Assist the project implementation team with monitoring, evaluation and assessment of progress of field implementation, conducting reflection workshops, preparation of reports and documentation of lessons learnt and good practices;Assist the team in identifying capacity building needs and liaising with the MRLG PIU to arrange necessary support or training;Assist the team in providing Secretariat support to the Inter-Ministerial Project Management and Project Coordinating Committee (Ministerial Agreement on the Establishment of the Committees No 4019/MONRE, dated 25 August 2020);  Assist the team in other project management related tasks.The Project Management Advisor is expected to have the following qualifications:Must be a Lao National, preferably with an advance degree (at least Masters level) in project management, business administration, social sciences, land administration and/or natural resource governance;Minimum 10 years of experience in managing projects and teams;A well-developed expertise in the land or forest governance with at least 5 years of demonstrated experience in the sector;Excellent problem-solving, written and verbal communication (Lao and English) skillsStart date: 15 November 2020Contract duration: 100 days part time advisor inputs, spread over 12 months (average input of 8 days per month)Location: MRLG Regional Office (co-located with GRET), Vientiane, Lao PDR Interested candidates should submit a cover letter that demonstrates they meet the responsibilities and qualification requirements, a CV and at least 2 referees contact details.
