For more information, please visit: http://www.clintonhealthaccess.orgCHAI Lao PDR Program Overview Supported by the Global Alliance for Vaccines and Immunization (GAVI) and the Bill and Melinda Gates Foundation (BMGF), CHAI is working with the Ministry of Health (MoH) in Lao PDR to support the National Immunization Program (NIP) in two areas:Gavi transition - CHAI is supporting the NIP to fully transition from GAVI funding by 2022 through:Developing and piloting a standardized assessment tool to evaluate district-level performance in planning, implementation and financial management of immunization activities;Building provincial and central level capacity to identify root causes of performance gaps and bottlenecks and plan targeted interventions to address them; andEvaluation of key financial challenges and programmatic implications posed by decreased Gavi funding over the next four years, including identification of strategic tradeoffs, synergies and/or efficiencies with other immunization or health program activitiesStrengthen supply chain management for vaccines, specifically through:Improve the performance of the Lao supply chain for vaccines addressing the stock out and performance management issues;Support the country to navigate the supply chain consequences of GAVI transition- identifying options that are effective, sustainable and scalable; andPotentially pilot and scale up a provincial integrated distribution model together with central and provincial level stakeholders.All activities will be conducted in close collaboration with NIP and relevant Ministry of Health (MOH) staff at national and sub-national levels in order to build capacity and ensure sustainability and scalability of the activities.Summary of Position:CHAI is seeking two highly-motivated individuals with experience working in client-facing positions and strong planning, coordination and communication skills to work as Provincial Program Officers with the CHAI Lao PDR Vaccines Program, with a focus on strengthening of immunization planning, management and the vaccines supply chain. Both roles include supporting Provincial Health Offices (PHOs) and District Health Officers (DHOs) in planning and facilitation of assessments, trainings, capacity building, and other support as needed. Provincial Program Officers will be based in Champasak and Oudomxay provinces and initially focused in these two provinces, but with potential to broaden scope over time. Travel will be required within Lao PDR up to 50% of the time.   Major ResponsibilitiesKey responsibilities of the Provincial Program Officers, Vaccines will include, but are not limited to, the following:Work with other members of the CHAI Lao PDR  Vaccines team and Provincial Health Offices to identify and define a strategy within provinces, developing clear operational plans for executionSupport provincial staff to conduct assessments and routine analysis of data to target interventions and respond to gaps in planning, management and execution of immunization programsProvide technical guidance and support to DHO/PHO and regional vaccine stores in supply chain management and submission of related reports and data.Mentorship on day to day basis of provincial and district teams towards improved service deliveryCollaborate with government to ensure skills transfer and government ownershipDevelop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure maximum coordination of resources and effort within the provinceRepresent the program in various fora, including routine province and district health office meetings, partner meetings etc. to articulate immunization program priorities and recommended actions.Develop agendas, budgets, training materials and logistics, travel schedules for meetings within the provincePrepare compelling presentations for program updates and reports in English and LaoQualificationsBachelor’s degree or higher and at least 3 years of professional experience in the private or public sectorExcellent written and oral English and Lao communication skillsStrong diplomatic and interpersonal skills, including the ability to build professional and collaborative relationships with a range of stakeholders and drive resultsDemonstrated experience in project planning, budgeting, coordination and executionExcellent problem-solving skillsAbility to absorb and synthesize a broad range of information, adapt quickly to new situations, and learn on the jobAbility to handle multiple work streams in parallel, set priorities, and work independently and quickly with limited supervisionAbility to work in a diverse and geographically dispersed team using a range of communication channels and approachesProficient computer skills, including Microsoft Word, Excel, PowerPoint and internet-based communicationsAdvantagesExperience working with the Government or other NGOs at the various levels of the health systemExperience working in immunization, maternal and child health and/or health systems strengtheningKnowledge of the province’s public sector in generalApplication Details Deadline to apply: 24th June 2019How to apply: Candidates should submit resumes online to CHAI.LaoPDR@gmail.com.
