  • PROJECT COORDINATOR PROJECT COORDINATORVACANCY ANNOUNCEMENTLocation: Vientiane, Lao PDRApplication Deadline: 12 April 2021Type of Contract: SCLevel of Post: Mid-level ProfessionalStarting Date : Approx. 26 April 2021Duration : 6 monthsBackground:There is growing recognition that gender-based violence (GBV) against women is a serious violation of human rights that must be eliminated from all sections of society. In Lao PDR, GBV against women can be a by-product of, among other things, traditional beliefs and discriminatory customs related to gender roles. And without a strong rule of law and governance mechanisms to prevent GBV and provide remedies for victims and survivors of GBV, the elimination of GBV cannot be achieved.Since ratifying the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) in 1981, Lao PDR has been politically committed to eliminating GBV and recognizes that its elimination is critical to protecting the rights of persons in Lao PDR and achieving sustainable development. Nevertheless, there is a need to review and ensure that GBV against women is mainstreamed in the Government’s planning and policy.To achieve this, the Joint Project on Prevention and Elimination of Violence Against Women for Mainstreaming Gender into the National Development Agenda in the Lao PDR will see UNFPA providing technical assistance to Lao Women’s Union (LWU) in formulating the next phase 5-year National Strategic Plans on the Elimination of Violence Against Women (EVAW, 2021-2025) and Gender Equality (2021-2025) (Sub-output 1) and the associated monitoring and evaluation plans (Sub-output 2). In parallel, UNDP will provide support to LWU to strengthen the governance framework and promote women’s participation for the elimination of GBV (Sub-output 3).The purpose of the Project Coordinator is to support the Project Manager in the implementation of the project on Prevention and Elimination of Violence Against Women for Mainstreaming Gender into the National Development Agenda in Lao PDR (P-EVAW 2020-2024). The Project Coordinator will directly contribute and impact the successful implementation and achievement of results of the Joint Project.Under the direct supervision of the Project Manager, the Project Coordinator will be responsible for implementing activities and achieving project results as defined in the project document and annual work plans etc. by providing overall administrative and coordination assistance and project monitoring, in collaboration with relevant national counterparts, UN agencies and CSOs.Duties and responsibilities:The responsibilities of the Project Coordinator will be to:Provide support to the Project Manager upon request to manage the project and implement activities in accordance with UNDP Lao PDR NIM SOP. This includes, but is not limited to, preparing workplans, procurement plans, quarterly plans and any other documents required by the NIM SOP.Monitor progress and risks of the project against the workplans/procurement plans/quarterly plans etc., ensuring that changes are well communicated and controlled, and problems/challenges and opportunities are addressed in a timely manner.Report to project board, donor and other stakeholders on progress of project.Support the Project Manager in the preparation of reviews and evaluations of the project, as needed per the project document.Work closely with the Finance Officer to manage the budget of the project and report on their status at monthly meetings.Support partnerships and advocacy activities at the project level. This requires being maintaining partnerships, familiarizing and exchanging regularly with development partners to track relevant projects and activities that are currently being implemented in the Lao PDR to identify opportunities for collaboration.Participate in meetings and activities being implemented under the project.Regularly liaise with LWU, UNDP and UNFPA colleagues to develop materials and/or tools for meetings/seminars/workshops etc., e.g., PowerPoints, handouts etc., and translate materials into Lao.Prepare agendas for monthly meetings in advance and compile minutes. Follow up with colleagues to ensure that action points are completed.Translate all project documents from English-Lao-English.Maintain filing of all documentation of all aspects of the project.Detailed Terms of Reference can be provided upon request at lwu.dpic2017@gmail.comCompetencies:Excellent skills in coordination, especially on EVAW and/or EVAW researchExcellent communication skills (written, verbal, and interpersonal)Results-orientedAbility to manage and work well in multi-disciplinary and multi-cultural teams.Ability to work in an organized, independent and systematic manner.Qualifications and experience:Advanced university degree (at least Master’s degree) in women’s studies, gender, social work, social science or other related discipline.Demonstrated experience in working with gender/GBV/violence against women and girls, particularly in the context of victim responses.Demonstrated experience in mental health and psychosocial support/care highly desirable.Demonstrated programmatic experience in, or implementation of, relevant UN guidelines (e.g., CEDAW, SDGs, EVAW) highly desirable.Knowledge of Lao PDR’s government/mass organization system.Experience working with UN agencies, particularly UN Women, UNDP and UNFPA, is an asset.Good understanding of the Lao social, health and justice sectors’ response to GBV. Under the direct supervision of the Project Manager and working closely with the Project Coordinator, the Finance Officer will be responsible for following the UNDP Lao PDR NIM SOP to provide support to carrying out the financial duties related to the project.Duties and responsibilities:The responsibilities of the Finance Officer will be to:Processing invoices and following up with clients, suppliers and partners as needed and recording accounts payable and accounts receivable and updating financial spreadsheets with daily transactions.Tracking and reconciling bank statements and preparing balance sheets.Creating cost analysis reports (fixed and variable costs).Processing tax payments.Maintaining records and supporting monthly payroll.Providing administrative support during budget, FACE, ICE, quarterly advance request preparation.Participating in quarterly and annual audits.Constantly monitor budgetary status and reporting to the Project Manager and Coordinator in a timely manner in order to ensure that any diversions from workplans are flagged and stakeholders are advised adequately on financial decisions.Detailed Terms of reference can be provided upon request at lwu.dpic2017@gmail.comCompetencies:Demonstrates integrity, gender sensitivity and adaptabilityExcellent analytical and organizational skillsResults-orientedAbility to manage and work well in multi-disciplinary and multi-cultural teams.Ability to work in an independent and systematic manner.Qualifications and experience:Bachelor’s degree Business Administration, Finance, Accounting or other related discipline.Additional qualification on LWU Internship is highly desirable.Demonstrated experience working in/with Lao government/mass organization (district, provincial or central level).Knowledge of Lao PDR’s government/mass organization system.
