  • AHAN Administrative Officer World Vision Lao, a non-profit Christian Humanitarian Organization, committed to working with the poor and vulnerable. VACANCY ANNOUNCEMENTOPEN TO LAO NATIONAL ONLYWORK LOCATION- SAVANNAKHET PROVINCEPOSITION TITLE – AHAN Administrative Officer PURPOSE OF THE POSITIONWorld Vision (WV) has recently been awarded an 11.1 million EUR grant from the European Union (EU) to lead a consortium of partners to implement their Accelerating Health Agriculture and Nutrition (AHAN) project under pillar three of the EU’s Partnership for Improved Nutrition in Lao People’s Democratic Republic (PDR). Consortium partners include World Vision Australia (lead) with 4 implementing partners:  World Vision Laos, Agronomes et Vétérinaires Sans Frontière (AVSF), Green Community Development Association (GCDA) and the Burnet Institute.  Commencing on the 1st of October 2017, this 48 month project has the overall objective of creating supportive conditions for enhanced household (HH) nutrition through the following specific objectives:1) Improved access to and availability of sufficient and/or diverse foods year round; 2) Improved dietary and care practices among Women of Reproductive Age and children under 5; 3) Reduced incidence of selected Water, Sanitation and Hygiene (WASH) related diseases/illnesses linked to undernutrition; 4) Improved gender equitable relations at the HH level, particularly in decision-making and distribution of workload; and 5) Strengthened multi-sector coordination and support for nutrition. The project will be implemented across three provinces and 12 districts of Lao PDR.The Administrative Officer will be responsible for providing administrative and logistic support to project staff, including project manager. The project will be implemented across 12 districts in three provinces over 36 months.The AHAN Health and Nutrition Manager is responsible for implementing Outcome 2 actions that contributes to improving demand for and access to quality health services for WRA and CU5 delivered at facilities and in villages.LocationThis position is based in either Savannakhet Province or Vientiane Capital and reports to the Technical Team Manager – Integrated Nutrition (WV).Main responsibilities Liaise with and maintain excellent relations with key actors in health and nutrition in Lao PDR at central and province level as strategically relevant to nutrition Support qualitative research designed by Burnet Institute and conducted by a local research group Technical oversight of clinical trainings for district hospital and health center staff, and for community representatives, and supervision of subsequent service delivery of IMCI, IMAM, Reproductive Health, and integrated outreach through Health Centers Facilitate adaptation of findings into the Community Change for Social Action (C-Change) Adopt study and research findings, where applicable, into the development of tailored Information, Education and Communication (IEC) materials, adaptations to existing training modules, and development of new training material and additional modules and IEC materials for key messages identified in the Lao National Social Behavior Change Communication (SBCC) Strategy and project research. The Technical Specials and Provincial TP manager aim to ensure that technical support is brought closer to the field operations implementing programmes.Technical Programmes are national or sub-regional level programmes implemented by World Vision in multiple geographic locations within a country. TPs are comprised of evidence-based practices and models previously identified, defined and prioritised through a strategic process and documented in a Technical Program (TP). TPs are designed to ensure National Offices (NOs) achieve World Vision’s mission, and the NO strategy, which includes the highest impact for the well-being of children, in accordance with relevant TP and NO strategic objectives and integration of relevant supporting approaches (SA).The Technical Project Coordinator (TPC) is responsible for the implementation of the Technical Programme Models. H/She will be working with Provincial TP Manager to establish and maintain the programme quality. This person will be representing WVI-LAO to technical networks at district level and engaging in advocacy relevant to TP objectives, using credible M&E and evidence from TP implementation, and providing capacity building of TDF and partners.Key Objectives of Job: The position is accountable for the following: Plan and implement the technical project model log-frame and LEAP budget following the TP quality standards and requirements.Provide technical capacity building and coaching/mentoring to project partners and relevant stakeholders.Represent of WVI-L in advocacy and external engagement as leading organization technical programs at district level.Major Responsibilities of Job:1.
