P174169     Administrative & Accountant Officer Reference No. LA-DOSMEP-3.2.6-CS-INDVThe Ministry of Industry and Commerce (MOIC) of Lao PDR is expecting to receive financing support from the World Bank Group’s International Development Association (IDA) to implement MSME Access to Finance for Emergency Support and Recovery Project (FY2020-2025), which will provide long-term funding sources for Financial Sector, specifically Participating Financial Institutions (PFIs) to provide long-term credit to small and medium enterprises (MSMEs) to overcome the impact of the COVID 19 Pandemic. Department of SME Promotion (DOSMEP), Ministry of Industry and Commerce will be the Executing Agency (EA) for MSME A2F ESR Project. A project management team formed under DOSMEP to provide overall project supervision, coordination and monitoring. The project has included three components: (i) Emergency and Recovery Line of Credit to MSMEs; (ii) Strengthening BOL Capacity to Supervise PCG Facility; (iii) Technical Assistance and Project Management.DOSMEP is seeking a dynamic and experienced full-time national consultant to fill the position of Administrative and Accountant Officer to assist the DOSMEP in implementing the above project through efficient organization, and administration of the project related activities. The principal objective of the Consultant’s services is to ensure overall efficient support to the Project Manager, Project Coordinator, Financial Management Specialist, as well as other Project and DOSMEP staff members. The services of the Administrative and Accountant Officer are initially required for a period of 24 months starting December 2020 on a full-time basis working at DOSMEP, with possibility of extension over the duration of the project, depending on the need and availability of funds. Contract extensions shall be subject to satisfactory performance. Full TOR with details scope of work can be accessed at the DOSMEP’s website: http://dosmep.org/vacancies/                                            In order to qualify for this position, the candidates shall meet the following experience and competence requirements:Minimum Bachelor's Degree in Accounting; Business Administration, Management or a related field.At least 3 years of relevant work experience in an administrative capacity and minimum of 2 years of working experience in accounting and bookkeeping procedures;Working experience with development programs or projects in collaboration with the Government and international communities and/or foreign aid project operations is advantage;High degree of computer literacy, and intermediate to advanced knowledge of Microsoft Office Package (Excel, Word, Power Point) and internet; Knowledge and experience in accounting software is a strong advantage.Excellent communication skills, including speaking and report writing in both English and Lao languages;Excellent interpersonal skills and result orientation combined with a flexible and adaptable attitude, of good teamwork and communication skills.The Consultant will be selected in accordance with the “World Bank Procurement Regulations for IPF Borrowers”, July 2016, revised November 2017 and August 2018, under Individual Consultants (IC) selection method. This will include: (i) engaging with target audiences through social media, email campaigns, and website updates; (ii) creating effective communication materials that target various audiences (including an international audience, Donors, policy makers, and beneficiaries) through brochures, project briefs, and a quarterly newsletter; and (iii) identifying and capturing stories to be shared, including case studies, success stories, and project narratives. The services of the PR&C Officer are initially required for a period of 24 months starting December 2020 on a full-time basis working at DOSMEP, with possibility of extension over the duration of the project, depending on the need and availability of funds.
