We serve as a chosen partner for USAID’s Power Africa program in sub-Sahara Africa and have a growing international energy portfolio of over $200 million across Africa, Asia, and the Pacific Islands.Project DescriptionThe purpose of the $50-99.9M USAID Southeast Asia’s Smart Power Program (SEA Smart Power) is to enhance the energy security in Southeast Asia by creating open and transparent energy markets, promoting energy trade, and transforming the energy sector to improve access to clean, reliable, affordable energy. SEA Smart Power will support the Indo-Pacific Vision and Asia EDGE initiative. The anticipated program will be based in Bangkok, Thailand and provide regional support across seven countries.Position DescriptionRTI is seeking Country Managers for the anticipated SEA Smart Power project, headquartered in Thailand. RTI plans to hire one Country Manager per focus country. Countries include Vietnam, Philippines, Indonesia, Cambodia, Laos and Burma. Country Managers will oversee country-level technical activities related to all six project tasks, through close coordination and support to in-country technical teams, consulting with stakeholders, initiating and organizing events, reporting on outcomes and supporting logistics. Country Managers will be based in their country of responsibility and report to the Regional Coordination Lead.Responsibilities of the Country Manager include, but are not limited to:Support the organization, development and uptake of best practices in the following technical areas: Utility turnaround, energy efficiency, advanced energy systems, competitive procurement, regional / bi-lateral energy trade, and natural gas through capacity building, knowledge products and communications tools.Assist with technical and managerial implementation of subcontracts at the country level.Build and maintain country-level project networks within the country government, private sector and donor community and other stakeholders.Support gender mainstreaming for country-level activities.Support reporting for M&E, contribute to country-level work planning and other deliverables and communication products for country-level activities.Respond to all requests to support program management and administration requirements at the country level.Works with Senior Advisors; Regional Coordinators; Task Leads; Other Country Managers.Qualifications:Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, PhD and 1 years of experience, or equivalent combination of education and experience.5-10 years’ experience in coordinating technical and organizational energy programs in SE Asia.Demonstrated experience maintaining a network within the government and private sector partners to influence change in the energy sector.Demonstrated technical energy experiences in one or more of the following key topic areas: Utility turnaround, energy efficiency, advanced energy systems, competitive procurement, regional / bi-lateral energy trade, natural gas.Understanding of cross-cutting issues including environment, gender equity and social inclusion and their overlap with the energy sector.Experience coordinating activities, workshops, and trainings.Experience with project-based reporting systems.Proven ability to work under pressure, and with multiple concurrent demands.Excellent communication and interpersonal skills.Ability to travel and work in any of the seven countries and difficult terrain/conditions at times.Proficiency in English is required.TO APPLY: Candidates are encouraged to apply as soon as possible.
