  • Assessment on ODA Monitoring Information Systems TERMS OF REFERENCE Assessment on ODA Monitoring Information SystemsBACKGROUND The Ministry of Planning and Investment's Department of International Cooperation (MPI-DIC) is responsible for the coordination of Official Development Assistance (ODA) projects and programs funded by the bilateral DPs and multilateral International Organization/ community within the Lao PDR. The Luxembourg Aid and Development is supporting a capacity building project (coded LAO/033) with MPI-DIC aiming to enhance (i) DIC has the capacity to effectively manage and coordinate ODA through provincial SICs and line ministries and report timely on ODA and (ii) The crosscutting issues reflected in SDGs are appropriately taken into account in ODA interventions and support NSEDP. Under outcome 1 supported by project LAO/033. The Ministry of Planning and Investment (MPI) and its Department of International Cooperation (DIC) has the task to monitor all Official Development Assistance (ODA) activities in Lao PDR. Several donors support MPI to increase aid transparency and facilitate coordination for better alignment and harmonisation, as agreed under the Vientiane Declaration of 2015. In order to improve coordination, increase transparency and mutual accountability, MPI-DIC expressed interest in strengthening the ODA monitoring system and asked Australia to support this work.From 2017 to 2019, the Laos Australia Development Learning Facility (www.ladlf.org) was tasked with working with MPI DIC to support development and use of a strengthened monitoring system for ODA and other public investment. In May 2018, MPI with Government of Australia have launched the online system to monitor ODA in Laos as www.oda-mis.gov.la with series of training to relevant ministries and provincial authorities throughout country.To effectively roll out the system, MPI has issued Minister’s instruction number 1121/MPI.DIC.AMD dated 28/5/2019 on the use of online system to monitor the ODA. The instruction is to enforce and support ODA implementer to use the system as a tool to monitor projects implementation from approval stage to implementation (annual workplan and quarterly work plan) and progress reporting. After, the announcement of instruction, DIC worked with line ministries, provinces and project implementation unit to conduct more training sessions, including Ministry of Natural Resource and Environment (11 out of 25 projects were trained), Bank of Lao PDR (3 out of 11 projects/activities were trained) and Ministry of Health (37 out of 38 Departments or agencies were trained, but none of 66 projects were trained), Project of Town Development for East-West Corridor in Savannakhet has been trained and Ministry of Agriculture and forestry (10 out of 71projects were trained).Lessons learned from recent training events show, - there are big challenges for MPI to support line ministries and provinces as well project units (more than 400 projects, e.g. MAF: 71 projects; MPWT: 81 projects; MOES: 42 projects; etc.). Challenges related to the number of existing DIC staff (support staff), time frame (National Assembly Annually Meeting) technical support for making media and training tools and system maintenance by sub-contractor (Lee Soft Company).It is therefore necessary to revise and evaluate the ODA-MIS system in order to support and help DIC team to accelerate the work and improve the system. An external and independent assessment team will be hired by LuxDev under project LAO/033 to revise the whole system, identify current use (including strength and weakness of the system), identify possible linkages with others systems or datasets, and provide suggestion on how to maintain the system. The detail of the assignment are as following:OBJECTIVES OF ASSIGNMENT These terms of reference covered the following tasks:Assess using the ODA MIS system at ministries, provincial level and development partnersIdentifying use of current monitoring system where needed and necessaryIdentifying possibility of linkage with others systemEXPECTED RESULTS OF THE ASSIGNMENT Effective management of monitoring system as all ODA investments will be tracked using the system.Improved timeliness and accuracy of ODA reportsImproved ODA information tracking used to monitor all ODA disbursement in Lao PDR.TASKS Task 1: Assess using the ODA MIS system at ministries and development partners As mentioned above, revising the system will provide a basic understanding on how the system works. The assessment team will coordinate with DIC and system development team to access information needed.Task 2: Identifying use of current monitoring system where needed and necessary The assessment team need to collect information on the use of the ODA-MIS system, provided by both internal and external user, to compare the strength and weakness as well as the difficulty of using ODA-MIS system. (The list of users will provide by DIC team.)Task 3: Identify possibility of linkage with others systems or datasets. Site visit on database for related department together with DIC Team, such as Ministry of Agriculture and Forestry, Ministry of Finance, Ministry of Natural Resources and Environment, Poverty Reduction Fund and Ministry of Education and Sports in order to look for the possibility of integration with existing database.Task 4: Consultation Workshop base on finding and recommendation The consultation workshop will be organised to present preliminary findings of the assessment and collect suggestions and comments from stakeholders, before drafting a mission report. Budget for consultation workshop will be support from project Lao/033. Task 5: Dissemination and training on ODA MIS at ministries and development partners Task 6: Summary report (Lao and English version) Mission report must be prepared and share with MPI-DIC and other stakeholder, prior for the completion of the service contract.SCOPE OF CONTRACT A framework agreement will be drafted to ensure successful completion of this assignment by third week of June 2020. The proposed phasing of activities and related outputs during is summarised in the following chart.COORDINATION AND SUPPORT ARRANGEMENT. The Assessment team will receive assistance from DIC Team as well as the ODA-MIS system development team in the form of background material, introduction to partners and other relevant information to support the assignments.REQUIRED QUALIFICATIONS OF CONSULTANT: To be considered eligible for this work, the firm or independent consultant and its nominated team needs to meet the qualifications listed in this posting.Required Qualifications: Education Graduate degree in IT or any other related, with specialization in System Architecture field from a recognized university.
