  • Manager – Component (Competitiveness of SMEs Improved) VACANCY ANNOUNCEMENT Manager – Component 1 (Competitiveness of SMEs Improved) USAID Laos Business Environment ProjectThe objective of the USAID Laos Business Environment Project is to strengthen national-level facilitation and continuous improvement of the Laos business environment and enhance the competitiveness of small and medium-sized enterprises (SMEs). This approach will enable SMEs to make a greater contribution to Lao PDR’s economic growth, employment and income generation for Lao citizens. Businesses that are more competitive will influence further efforts by the government to foster a business ecosystem that allows for innovation and growth. A healthy business environment sets the stage, in turn, for improved firm productivity and thus firm-level competitiveness. It is envisioned that the Government of Lao PDR (GoL), in partnership with the private sector, will be able to effectively facilitate a market economy by providing necessary support to SMEs and eliminating constraints for businesses to grow.The project is organized under three intermediary results, which will constitute the main project components.Intermediate Result 1 (Component 1): Competitiveness of SMEs ImprovedIntermediate Result 2 (Component 2): Public-Private Sector Collaboration More InclusiveIntermediate Result 3 (Component 3): More Effective Facilitation of Market EconomyActivities under Component 1 will focus on improving the managerial capacity of SMEs, as well as their ability to meet product/service quality standards; increasing their market knowledge and awareness of key commercial rules and regulations; improving their ability to access domestic and international markets; and facilitating their ability to participate in the digital economy.Location: Vientiane, Lao PDR and other locations in the country as might be required.Period of Performance: This assignment is expected to begin in May 2020 for an initial period of 12 months with the possibility of an extension based on an annual performance evaluation.Responsibilities Provide overall leadership for the implementation of all activities under Component 1 in collaboration with project staff, particularly the Chief of Party and the MoIC-based Project Coordinator; key government counterparts, private sector associations, related donor projects and other stakeholders.Oversee the design and launch of the LBE Project grant mechanism – the Business Ecosystem Grant Fund. It is envisioned that the Government of Lao PDR (GoL), in partnership with the private sector, will be able to effectively facilitate a market economy by providing necessary support to SMEs and eliminating constraints for businesses to grow.The project is organized under three intermediary results, which will constitute the main project components.Intermediate Result 1 (Component 1): Competitiveness of SMEs ImprovedIntermediate Result 2 (Component 2): Public-Private Sector Collaboration More InclusiveIntermediate Result 3 (Component 3): More Effective Facilitation of Market EconomyLocation: Vientiane, Lao PDR.Period of Performance: This assignment is expected to begin in May 2020 for an initial period of 12 months with the possibility of an extension based on an annual performance evaluation.Responsibilities:The Project Coordinator will play a key role in serving as the project’s main liaison to the DPC/NIU in performing its role as the core Government coordinating body for the Laos Business Environment Project, namely:Acting as primary Focal Point within DPC/NIU for the project and other related USAID- funded activities;Coordinating with the project team and its implementing partners in preparation of work plans, progress reporting;Coordinating project support missions, project review committee and program executive committee meetings, and meetings with other donor-funded projects engaged in SME capacity building, public private dialogue and business environment reform.Key responsibilities are detailed below: Acting as primary Focal Point for the project:- Supporting DPC/NIU in reviewing all project-related documents and soliciting inputs from the technical team;- Representing DPC/NIU in meetings with project stakeholders;- Maintaining close working relationships with the project team and other key project stakeholders;- Preparing in conjunction with relevant stakeholders project write-ups and relevant project implementation reports per management’s requests;- Coordinating regular project implementation support missions and mid-term reviews conducted by USAID, and facilitating effective communications between MoIC and the project.Coordinating with the project team in the finalization of periodic progress reports; quarterly interim financial reports; quarterly, semi-annual and annual work plans;Supporting the Chief of Party (COP) and project leadership in monitoring and updating progress of major project activities;Providing necessary support to major events organized by DPC/NIU on an ad-hoc basis, including PRC, PEC, Trade and Private Sector Working Group meetings and others; and,Performing other tasks as requested by the COP in conjunction with NIU/DPC management.Confidentiality and Conflict of Interest Since this project position will be embedded within the DPC/NIU, it may have access to sensitive MoIC information. The consultant undertakes to comply with the DPC’s policies and rules with regard to corrupt and fraudulent practices, conflict of interest and confidentiality. The consultant shall maintain confidentiality on all sensitive information obtained during the assignment and shall not publish wholly or in part the findings of such information without the prior written consent of the DPC. Any draft reports and other documents produced by the consultant will be discussed and cleared with DPC before their final issuance.Qualifications and Experience Requirement: Minimum Master’s degree in international trade, development economics, business administration or related field;Minimum 1 year of experience in private sector development projects.
