  • Agriculture Officer VACANCY ANNOUNCEMENT(Lao National / Agriculture Officer) KOICA is supporting the “Integrated Program for Climate Resilience and Empowerment in Attapeu Province, Lao PDR, (2019~2023)” in cooperation with Ministry of Labour and Social Welfare, KOICA PIU is seeking a high skilled, qualified and motivated Lao national to join our team as Agriculture Officer, the work place will be Attapeu Province.Job Title: Agriculture Officer  Duration: 1 year with Possibility of Extension and 1month probation periodBackground: Since July 2018, Lao PDR has experienced significant damages and losses across the country due to heavy rains and flash flooding caused by tropical storms and the hydropower dam collapse in Attapeu Province.The Korea International Cooperation Agency (KOICA) has been supporting the "Integrated Programme for Climate Resilience and Empowerment in Attapeu Province, Lao PDR" which focuses on Agriculture, Health, Skills Development, Disaster Risk Management and Child Protection to recover flood-affected area and to support flood affected victims and to enhance climate-resilience of Lao government system and people’s better condition of livelihood in Attapeu Province, by working with the government and local communitiesUnder the direction of the Programme Manager, the officer provides professional technical, operational and administrative assistance throughout the programming process and works in close collaboration with FAO, MAF, PAFO, DAFO, Labour and Social Welfare Office and other relevant stakeholders.Duties and Responsibilities:Support the government authority to plan and implement the program activityEnsure that the activities at community level are conducted in accordance with activity planAddress any program issue with the government authority and report to immediate supervisors.Conduct monitoring activitiesIn coordination with the government authority, prepare and provide weekly / monthly / quarterly activity reports and financial reports.Organize and prepare the monthly meetings in provincial level with all sectors to present progressWork closely with M&E Officer to follow up the activity to compile and provide the data as required.Build relationships and collaborate with relevant government departmentsArrange the meetings/site visits with government authority and other relevant stakeholdersPerform other related duties as requiredQualifications/Requirements: University degree in Agriculture or others related field2 years’ of relevant experience in planning and implementing agricultural development programs/projectsCompetencies: Proficiency in EnglishKnowledge of minority spoken language/culture in Attapeu province considered as an asset.Good understanding about the role of the Village Volunteer CommitteeGood interpersonal skills.Familiarity with local communities and cultures.Ability to work with the community and increase community participationBasic knowledge and experience in program/project management.Flexible and easily adaptable to change, self-motivated and organized.Interest in working for rural communities.Excellent skills in using Microsoft Office Package (Word, Excel, PowerPoint, Emailing)Basic Understanding of the government structure and mechanism Requirement for submission of application: Applicants should submit a letter of interest and curriculum vitae with contact detail of three professional references including their current or most current employer and education certificates in a sealed envelope marked "Confidential" to: KOICA PIU office in Ministry of Labour and Social Welfare, Lao PDR, Telephone: +856 20 5662 4762; or Email to: leejeng2015@gmail.comApplication deadline:  20 Feb 2020Note: Please note that only short-listed candidates will be notified.
