  • Disaster Risk Management Officer KOICA Office in Lao PDR, Programme Implementation UnitFor Integrated Programme for Climate Resilience and Empowerment in Attapeu Province, Lao PDRP.O.Box 2094, 2nd Floor, Pangkhan road 01000, Vientiane CapitalVACANCY ANNOUNCEMENTLao National only / Disaster Risk Management OfficerKOICA is supporting the ‘Integrated Programme for Climate Resilience and Empowerment in Attapeu, Lao PDR (2019~2023)’ in cooperation with Ministry of Labour and Social Welfare, KOICA PIU is seeking a high skilled, qualified and motivated Lao national to join our team as Disaster Risk Management Officer, the work place will be in Vientiane Capital.Job Title: Disaster Risk Management (DRM) OfficerDuration: 1 year (1 May 2021 – 30 April 2022) with Possibility of Extension and 3-month probation periodBackground: Since July 2018, Lao PDR has experienced significant damages and losses across the country due to heavy rains and flash flooding caused by tropical storms and the hydropower dam collapse in Attapeu Province.The Korea International Cooperation Agency (KOICA) has been supporting the "Integrated Programme for Climate Resilience and Empowerment in Attapeu, Lao PDR" which focuses on Agriculture, Health, Education, Skills Development, Disaster Risk Management and Child Protection to recover flood-affected area and to support flood affected victims in cooperation with the Ministry of Labour and Social welfare (MoLSW).Description of tasks: Under the direct supervision and guidance of DRM specialist, the Disaster Risk Management(DRM) Officer will support tasks of Disaster Risk Management sector in planning, implementing, monitoring and reporting of the programme titled “Integrated Programme for Climate Resilience and Empowerment in Attapeu Province”. DRM Officer will work in close collaboration with relevant ministries and departments such as the MoLSW, Department of Social Welfare, Attapeu Provincial Authority, UNDP & the other related IOs, private sector, NGOs, and civil society organisations. The Programme Officer shall:Participate in the development, implementation, monitoring and evaluation on DRM sector of the programme;Support in training of communities, collect, analyse and present information on emerging disasters and its impact;Support and advise on strengthening capacities of the Ministry of Labour and Social Welfare as well as members of the National Disaster Prevention and Control Committee and implementing partners and local authorities concern;Researches, analyses and presents information gathered from diverse sources concerning Disaster Risk Management;Collect information and support preparation of planning and reporting documents; Prepare activities, proposal, meeting minutes and other supporting documents Coordinates DRM activities related to programme preparation and submissions, progress reports, financial statements, etc. and prepares related documents and reports;Mobilize and network with the experts of international development community, government partners, UN Agencies and prominent think-tanks and build and maintain excellent relations with partners;Provide logistic support for missions, events, workshops, etc.;Provide high quality translation from English to Lao and vice versa;Undertake any other tasks as directed by the programme management.Qualifications/Requirements: Bachelor’s degree in relevant technical field such as Disaster Risk Management, Social Science, Project Management, International Development, Natural Resource Management, or other related fields;At least 3 years of relevant work experience in a related filed or experience in other development project coordination with government, UN system and NGOs.Competencies: Proven ability to coordinate and manage programme work;In depth knowledge of international development in Lao context;Excellent skills in office software (MS Office);Able to travel to the field work;Proven management and leadership skills;Strong ability to communicate and write in English and Lao;Experience in procurement management;Commitment to knowledge sharing/continuous learning.Requirement for submission of application: Applicants should submit a letter of interest and curriculum vitae and education certificates in a sealed envelope marked "Confidential" to: KOICA PIU office in Ministry of Labour and Social Welfare, Lao PDR, Telephone: +856 20 5662 4762; or Email to: leejeng2015@gmail.comThe Closing date for applications is 18 April 2021.Note: Please note that only short-listed candidates will be notified.
