  • Monitoring & Evaluation(M&E) Officer VACANCY ANNOUNCEMENTLao National only / Monitoring & Evaluation OfficerKOICA is supporting the ‘Integrated Programme for Climate Resilience and Empowerment in Attapeu, Lao PDR (2019~2023)’ in cooperation with the Ministry of Labour and Social Welfare. KOICA PIU is seeking a high skilled, qualified and motivated Lao national to join our team as Monitoring & Evaluation Officer, the work place will be in Attapeu Province.Job Title: Monitoring & Evaluation(M&E) OfficerDuration: 1 year (19 Oct 2020 – 18 Oct 2021) with Possibility of Extension and 3-month probation periodBackground: Since July 2018, Lao PDR has experienced significant damages and losses across the country due to heavy rains and flash flooding caused by tropical storms and the hydropower dam collapse in Attapeu Province.The Korea International Cooperation Agency (KOICA) has been supporting the "Integrated Programme for Climate Resilience and Empowerment in Attapeu, Lao PDR" which focuses on Agriculture, Health, Education, Skills Development, Disaster Risk Management and Child Protection to recover flood-affected area and to support flood affected victims in cooperation with the Ministry of Labour and Social welfare (MoLSW).Description of tasks: Under the direct supervision and guidance of Field Manager(FM), the Monitoring and Evaluation Officer will be responsible for conducting continuous monitoring and reporting of the programme activities and regular evaluation, identifying potential problems and supporting the overall programme process.The Monitoring and Evaluation Officer will work in close collaboration with relevant ministries such as Ministry of Labour and Social Welfare, Ministry of Health, Ministry of Education and Sports, Ministry of Agriculture and Forestry and Attapeu Provincial Authority, UNICEF Lao PDR, private sector, NGOs, and civil society organizations.The M&E Officer shall:Spearhead the development of M&E systems with standard procedures and process to ensure credible, reliable, timely and cost-effective data collection to inform on going management decisions, strategic planning and uphold accountabilityEnsure the quality of M&E related data to be collected throughout the program implementation;Coordinate and oversee the M&E platform with stake-holders to ensure effective implementation of M&E activities;Prepare and coordinate baseline, midterm and end-of-project, impact, special studies, and other components of the M&E system, using a range of quantitative and qualitative methods and various participatory methodologies to monitor and evaluate performance;Lead the adaption or development of specific planning, assessment, monitoring and evaluation and reporting tools for consistent and quality data collection;Provide technical guidance to program staff, primary stakeholders and implementing partners, as necessary, on program design, logframe, monitoring and evaluation concepts, skills and tools;Establish an inventory of reliable, secondary data sources of key statistics to contribute to M&E, and network and coordinate with stakeholders, NGOs, the UN and other international organizations to maximize the coordination and collaboration of data collection and efficient use of time and resources, and to reduce data collection duplication and the negative impact (assessment fatigue) among the target populations;Report on the effectiveness of project activities, constraints and present recommendations for improvement;Undertake regular visits to the field to support program implementation and monitoring and report progress and performance of the operation compared to targets;Coordinate with local authorities, community and other entities aimed at improving efficiency and timely implementation of the project;Provide feedback to the Project Manager on project strategies and activities;Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;Prepare risk analysis, contingency planning and make recommendations;Periodically monitor the management of risks and report on any actions taken;Prepare donor related documents such as monthly, quarterly and annual progress report and other documents as requiredConduct participatory needs assessment studies to facilitate sound planning and development;Document important data for project reports and reference in implementation of future projects, including success stories, lessons learned and challenges as well as possible solutions;Prepare and contribute knowledge and information sharing;Translate reports and project documents from Lao to English and from English to Lao;Undertake any other tasks as directed by the programme management.Qualifications/Requirements: At least 5 years of relevant work experience in the design and implementation of M&E in development projects implemented by national, international NGOs, UN bodies, or Government;Master’s degree or equivalent degree in M&E, Business Administration, Social Sciences, Economics, Disaster Risk Management, Project Management, International Development, Natural Resource Management, or a related field;Proven ICT skills, especially in the development of MIS software using database software. Competencies: Proven ability to coordinate and manage programme work;In depth knowledge M&E and development issues;Excellent skills in office software (MS Office);Able to travel to the field work;Proven management and leadership skills;Strong ability to communicate and write in English and Lao;Experience in procurement management;Commitment to knowledge sharing/continuous learning.Requirement for submission of application: Applicants The Programme Coordinator will also be responsible for communicating with the Ministry of Labour and Social Welfare, Provincial Labour and Social Welfare Office and other relevant stakeholders in a timely manner on progress and obstacles with regards to the implementation of the work plan and the quality of the work conducted.  The Programme Officer shall:Responsible for overall program support to the program management which includes implementation and monitoring of project and activities;Liaise with key stakeholders throughout the programme cycle for quality control;Inform KOICA PIU on progress and obstacles in the implementation for the achievement of programme objectives;Provide necessary documentation upon request from KOICA;Coordinate with partners, and stakeholders;Interact with other development agencies to improve the programme;Ensure accurate and timely submission of monthly, quarterly and annual progress reports on the progress of the programme and related government plans;Manage and guide staff members and consultants contracted by KOICA PIU to work on activities and objectives of programme, and ensure that their work is conducted in a timely manner and hold high quality;Manage the entire programme in planning, implementation, monitoring, and evaluation;Provide high quality translation from English to Lao and vice versa;Provide logistic supports for missions, events, workshops, etc.Ensure compliance KOICA’s policies, criteria and procedures with respect to the programme;Ensure transparency and adherence to procurement regulations in procurement processes;Accumulate data and maintaining databases of indicators for the programme;Review all reports to be submitted to KOICA and submitted reports to KOICA PIU such as the government financial and technical reports prior to submission.Undertake any other tasks as directed by the programme management.Qualifications/Requirements: At least 5 years of relevant work experience in a related filed or experience in other development project coordination with government/NGOs;Master’s degree or equivalent degree in Social Sciences, Economics, Disaster Risk Management, Project Management, International Development, Natural Resource Management, or a related field. Competencies: Proven ability to coordinate and manage programme work;In depth knowledge of international development in Lao context;Excellent skills in office software (MS Office);Able to travel to the field work;Proven management and leadership skills;Strong ability to communicate and write in English and Lao;Experience in procurement management;Commitment to knowledge sharing/continuous learning.Requirement for submission of application: Applicants should submit a letter of interest and curriculum vitae and education certificates in a sealed envelope marked "Confidential" to: KOICA PIU office in Ministry of Labour and Social Welfare, Lao PDR, Telephone: +856 20 5662 4762; or Email to: leejeng2015@gmail.comThe Closing date for applications is 29 Sep 2020.Note: Please note that only short-listed candidates will be notified.
