  • National Curriculum Education Specialist Basic Education Access and Quality in Lao PDRNational Curriculum Education Specialist 12 month, full time contract position with the potential for extension Based in VientianeThe ProgramThe goal of BEQUAL is to ensure all girls and boys, especially those experiencing disadvantage, complete a quality basic education to achieve literacy, numeracy and other life skills. The program will address education policy, planning and coordination, increased child participation in and access to basic education, teacher education and improved school infrastructure.Coffey through BEQUAL is currently seeking applications from Lao nationals for the position of National Curriculum Education Specialist.The PositionThe National Curriculum Education Specialist will provide technical assistance to the Research Institute for Educational Sciences (RIES) across a range of activities relating to the renewal of primary curriculum; associated teaching and learning resources and in improving teaching and learning approaches for Lao language. Key responsibilities include: Collaborating with the Lao Language Curriculum team to write the Lao Language Grade 1 and 2 textbooks and teacher guides; Collaborating with curriculum writers to integrate a Lao Literacy focus across all grades and subjects included in the renewal; and Assist RIES to develop a system for piloting textbooks and teacher guides and to implement the system to trial grade 1 and 2 materials.The PersonAre you an experienced education professional wanting to contribute to a significant education development program in Laos?The ideal candidate will have a Degree in Education or a related area of study and will demonstrate considerable experience in primary education in schools or in teacher training in Laos. Experience teaching Lao language and knowledge of second language teaching and learning methodologies for primary students is required for success. The role will also include translation of documents from Lao to English, and vice versa, as well as carrying out a range of administrative and logistical tasks. Acting as interpreter during meetings, workshops, field trips, consultations and discussions between the Curriculum, Teaching and Learning Manager and MoES colleagues; Assist with written translations of documents as required from Lao to English and English to Lao. Provide logistics and general office administration support for programme activities managed by the BEQUAL RIES office.The PersonThe ideal candidate will have a Degree in Education or a related area of study and will demonstrate considerable experience in primary education and curriculum in Laos. This will be achieved by supporting the MOES to develop a more efficient and decentralised system for the acquisition and procurement of renewed teaching and learning resources that will be more gender sensitive and inclusive of disadvantaged groups.The Teaching and Learning Resources Specialist role will be responsible for but not limted to the following: Develop the Primary School Curriculum and Materials Renewal Plan in consultation with RIES,, MoES Department of Primary and Pre-Primary Education (DPPE)  and the  Department of Teacher Education (DTE). Provide high level technical advice to MoES (RIES), DFAT and other partners associated the development and drafting the new Lao Primary Curriculum, this include advice with regards to policy and strategic implementation of activities associated with curriculum development. Work collaboratively with RIES to develop a primary curriculum framework for grades 1-5. Develop relevant teaching and learning resources based on the Primary School Curriculum and Materials Renewal Plan. This will include textbooks, teacher guides, teacher resource packs and additional reading material for primary classrooms. Manage and supervise the piloting and trialling of developed materials to ensure they are appropriate to requirements and meet the needs of teachers from ethnic minority communities. Utilise a variety of capacity building strategies to build on the capacity of staff in MoES departments and units including coaching, facilitation, mentoring and targeted training as appropriate.The PersonThe ideal candidate will have demonstrated experience in the basic education sector in a South East Asian developing country context. Demonstrated experience in capacity development approaches including professional development, mentoring, participatory training and facilitation as well as the ability to provide technical advice is required. Demonstrated experience in the development of teaching and learning resource materials and an understanding of international development agreements including the aid effectiveness agenda is required for success. Excellent skills working in diverse and multilingual contexts and in mentoring colleagues is required and previous experience working in Lao PDR or South East Asia is highly desirable.This position is classified Category B, Level 3 (long term) under the DFAT Adviser Remuneration Framework.
